Background

The Gender Transformative & Responsible Business Investment in South East Asia (GRAISEA) is a regional programme funded by the Government of Sweden. The programme aims to demonstrate that financial viability and gender equitable/sustainable supply chains are not mutually exclusive, and that win-win-win propositions (community/environment wins, women and men small-scale producers win, and larger businesses win) are possible.

Building on Oxfam’s pilots in selected commodities, this programme will utilize a multi-stakeholder approach, with Oxfam acting as a convener to bring together the diverse stakeholders involved in selected commodity value chains to achieve the following results:

Result 1: ASEAN and its member states policies have a stronger role in promoting responsible practices, which includes attention to gender equality and women’s economic empowerment, in agribusiness, in agribusiness investment, in small-scale agriculture and social enterprises

Result 2: Small-scale producers are connected or engaged with agro-commercial value chains in equitable partnerships and women are recognized as central economic actors

Result 3: Corporate agribusinesses in South East Asia have adopted corporate social responsibility policies and plans that support responsible practices in the value chains for women and men small-scale producers, as well as including gender equality and women’s economic empowerment in their core business values

Result 4: Financial Institutions and investors in agriculture invest responsibly by introducing / developing innovative financing solutions to assist overcoming specific investment requirements (investment risks) for women, smallholders and buyers of these smallholders.

Programme Structure

The programme is led by the Oxfam GB regional centre in Bangkok, supported by Oxfam Novib Netherlands and involves partners at both regional and country level. Our 6 regional partners include Change Fusion, CSR Asia, Institute for Social Entrepreneurship in Asia (ISEA), Shujog/Impact Investment Exchange (IIX), ASEAN CSR Network (ACN), SEAFISH for Justice and Oxfam’s East Asia GROW campaign. The programme is also implemented in 6 ASEAN countries: Cambodia, Indonesia, Myanmar, Philippines, Vietnam and Thailand; in these Oxfam works with local country partners. The programme started with an inception period (January 1 – March 31 2015 and has an implementation period from April 1, 2015 – March 31, 2018.

Purpose

The purpose of the Mid-Term Evaluation (MTE) of the GRAISEA programme is to assess the progress towards effectiveness (outputs to outcomes), and to understand the pathways to impact through testing the assumptions in the theories of change that underpin this programme.

We also expect this mid-term evaluation will help the Programme Management Unit (PMU) and project partners to develop plans for Year 3 and Year 4, including helping them take decision around which strategies to pursue and how allocate resources.

The successful evaluator(s) will be responsible for designing and evaluation process that to allow for:

  • Key stakeholders to review critical components of the theory of change (in light of experience / evidence) and make changes to strategies if necessary.
  • The programme to investigate circumstances where it appears to have achieved some success, looking for lessons that could be applied to future work.
  • The programme to review the usefulness of the MEL system, advisory system and/or linking and learning practices and making changes to them.

Skills and Competencies

  • Excellent knowledge of and experience of NGO-led influencing, private sector development and policy work – including both public communications and policy/advocacy strategies. Demonstrable technical expertise in areas such as:Demonstrable experience and expertise in multi-site, international evaluations.
    • Conducting analysis of publications including, for example, citation analysis, qualitative text analysis
    • Analysis of quantitative data such as downloads & distribution figures.
  • Experience in and understanding of the field of evaluation – and in particular, evaluation of influencing, economic and gender empowerment and advocacy activities.
  • Significant experience working in South East Asia contexts – and in particular, in undertaking evaluation in ASEAN countries.
  • Excellent command of written and spoken English, including the ability to communicate well with people for whom English is not first language.
  • Excellent analytical, writing, and synthesis skills.
