Thailand: Deputy Chief of Party, Asia Regional Counter Trafficking in Persons

Position Summary:

The Deputy Chief of Party will assist the COP to provide technical leadership and oversight of programmatic activities to ensure quality, timeliness, and efficiency of all products and activities generated under the Asia Regional Counter Trafficking in Persons (CTIP) project. S/he will oversee the program’s activities related to research and evidence. The program goal will be to reduce trafficking in persons in Asia. Position is contingent upon receipt of donor funding.

Essential Responsibilities:

In the absence of the Chief of Party, the Deputy Chief of Party will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will also serve as the principle institutional liaison with USAID and key stakeholders, as needed. S/he will manage staff and ensure the Asia Regional CTIP project meets goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities generated under CTIP.

  • Assist COP to manage and achieve the overarching vision of the CTIP project, which includes developing and overseeing annual planning; timely, high quality implementation of activities; and monitoring and evaluation of project implementation and deliverables;

  • Guide the Asia CTIP program’s strategic approach to enhancing research and evidence base in collaboration with key stakeholders throughout the region

  • Oversee day-to-day management of the project in coordination with the COP including financial management, human resources, and project implementation as well as technical components;

  • Collaborating with the COP and key partners, work with USAID staff throughout the Asia region and elsewhere, as relevant, to maximize the strategic value of the Asia CTIP programming mechanism;

  • Support COP along with home office and field staff, prepare and submit timely and accurate activity, financial, and procurement reports to USAID and Winrock;

  • Communicate and coordinate with program staff on technical and administrative issues, project implementation, work plans, and budgets;

  • Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community as needed;

  • Ensure appropriate implementation of program strategy and strict adherence to USAID rules and regulations;

  • Contribute to technical direction and activity implementation in areas agreed upon with the COP;

  • Develop strategies for working with multinational bodies, national and local government, private sector partners, civil society actors, trainers, TIP victims, and other stakeholder groups;

  • Serve as acting COP when the COP is away from post;

  • Carry out other tasks as designated by COP;

  • Other duties as assigned.

QUALIFICATIONS:

Successful candidates will have strong management skills as well as salient experience implementing human rights and similar or related development projects, preferably in Asia. Specific experience in human trafficking in Asia and technical aspects of counter-trafficking project design and implementation are required. Experience working with multinational bodies and coordinating mechanisms is desired. Expertise in designing and conducting human trafficking field research and experience interviewing trafficking victims and/or providing direct assistance or legal aid to victims is highly preferred. Significant project management experience and leadership is highly desired.

Education: Advanced degree required in international relations, social science, political science, or other related field.

Technical: Applicants must have a minimum of 7 years’ experience managing and implementing human rights and similar or related development projects, including demonstrated success in designing, managing, and implementing USAID technical assistance projects.

Experience in Asia is required.

  • Demonstrated success in designing, managing, and implementing USAID technical assistance projects.

  • Management experience on human rights or similar development projects.

  • Experience and proficiency in managing programs that mainstream gender.

  • Experience managing international projects to the highest ethical standards.

  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.

  • Experience in strategic planning and implementation of strategic plans.

  • Financial management, budget design, and budget management experience.

  • Experience designing and implementing or overseeing monitoring and evaluation systems.

  • Good track record working with and/or partnering with a variety of individuals and organizations, including senior US and targeted country government officials, international agencies, private sector companies, and donor organizations.

Skills/Knowledge:**

  • Expert knowledge and understanding of issues related to human trafficking in Asia and the technical aspects of counter-trafficking project design and implementation.

  • Expertise designing and conducting human trafficking field research.

  • Experience interviewing trafficking victims and/or providing direct assistance or legal aid to victims highly preferred.

  • Knowledge in gender and development issues.

  • Drafting and report writing skills.

  • Ability to communicate effectively in English, both verbally and in writing.

  • Excellent diplomatic and public relations instincts.

  • Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.

  • Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills.

  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
