Introduction and background
In 2012, Mercy Corps Uganda entered into an agreement with USAID Food for Peace (USAID/FFP) to implement a five-year program in the Karamoja sub-region of north-eastern Uganda. This program, titled the Growth, Health and Governance Program (GHG), works to reduce incidences of conflict and improve food security at the household level. GHG capitalizes on a range of integrated economic, health, and governance initiatives that will cement the gains from increased security and build a foundation for broader self-sufficiency and improved health, while well targeted food aid for pregnant and lactating women and children under the age of two hastens the process of transition from decades of food aid by filling nutrition deficits in highly food insecure households. GHG’s geographical focus includes the northern and southern four Karamojong districts of Kaabong, Kotido, Nakapriprit and Amudat, It has three integrated strategic objectives (SOs):
· SO1: Livelihoods Strengthened – focused on pro-poor market development to build local capacity to provide vital products and services on a commercially sustainable basis;
· SO2: Nutritional Status among Children under Five (CU5) Improved – focused on improving local public and private healthcare, promoting improved household food consumption, and improving water infrastructure and sanitation and hygiene behaviours.
· SO3: Reduced Incidences of Conflict – focused on helping local conflict mitigation structures adapt to the current conflict dynamic, while supporting traditional authority structures and male and female youth to play more constructive roles in improving security.
GHG’s livestock system pilot program also strives to develop the livestock sector of Karamoja, including the animal health sector, livestock feeds (dry season animal management practices), Livestock product value addition, market information, and development of policy initiatives.
The goal of GHG livestock expansion pilot is to increase the productivity and competitiveness of the livestock sector in Karamoja region, thereby building resilience capacities that are Absorptive, Adaptive and Transformational.
The Livestock pilot project strategic objectives are:
SO 1: Increase livestock productivity and household incomes
SO 2: Improve household food security/nutrition from livestock production
SO 3: Lay the foundation for a strong enabling environment for the livestock sub-
sector

Rationale – Hiring a consultant to Support mercy corps
Mercy corps-Uganda is organizing a 24 days training for, Kaabong, Kotido, Nakapiripirit and Amudat GHG livestock production and dairy value chain beneficiaries in areas of livestock feeds (dry season animal management practices) and Livestock product value addition. The contents of the training will include Pasture seed establishment, Livestock feed block production (includes mineral block production), Pasture preservation (Hay and silage Production), Hydroponic fodder production and Dairy production and products value addition (yogurt and ghee/butter production).
For this reason, we are seeking technical expertise with the knowledge and experience needed to support GHG’s livestock production and dairy value chain particularly areas stated above so that GHG’s beneficiaries can clearly understand the livestock management, production and value addition practices that will sustainably Impact their livelihoods.
Description of services to offer (SCOPE OF WORK):
- Specialized training on
i.Pasture seed establishment with concentration centered on Pasture identification, Pasture seeding technologies, Pasture Establishment and management, Post-harvest seed handling, processing and preservation
ii.Livestock feed block production with major focus on Nutrient Block production and utilization, hay production, storage and feeding, Silage production, storage and feeding.
iii.Mineral Lick production and Utilization
2. Training in Dairy production specifically
i.Management of lactating cows covering feeding, milking frequency, udder health and sanitation.
ii.Products value addition with focus on preservation of seasonal excess milk for use during the lean season
iii.Herd calf management and creep
Reporting and supervision
· Mercy corps shall be responsible for monitoring of all activities specified in this contract. The contractor will be under the direct supervision of Mercy Corps Livestock production officers Mable Maureen for South Karamoja and Opio Moses for North Karamoja and shall directly communicate to them on progress of the activities, over sights and any delays that are encountered. The Livestock production officers will provide feedback and guidance to contractor.
· Mercy corps reserves the right to amend contract upon agreement and signature of both parties. Mercy corps shall account for any delays in activities, or adjust for realities on the ground.
Outputs/Deliverables:
· A copy of participant handouts.
· A power point or detailed presentation notes of the Training content.
