Thailand: Consultancy: Multi-sectoral/ Multi-stakeholder Technical Workshops and Nutrition Programme Development, Monitoring and Knowledge Management

UNICEF East Asia and Pacific Regional Office is seeking an individual Bangkok-based consultant to provide technical support to prepare and facilitate various multi-sectoral and multi-stakeholder workshops, and support nutrition programme development, monitoring and knowledge management, across several sections (Nutrition, WASH, YCSD) and offices (EAPRO, HQ and Myanmar CO).

Background:

EAPRO:

On the EAPRO components, the consultancy will support continued roll-out of the Nutrition-WASH toolkit and theory of change (ToC) workshops. The development of the toolkit, ToC process and initial two ToC workshops were implemented from September 2015-April 2016. EAPRO Nutrition and WASH sections had included a further seven countries for support on Nutrition-WASH joint activities in 2016-2017, including theory of changes workshops. The countries include DPRK, Indonesia, Lao PDR, Myanmar, the Pacific Island Countries, Papua New Guinea and Timor Leste. The Nutrition and WASH sections are seeking the support of a consultant to liaise with the country offices to plan ToC workshops and support the tailoring of the workshop design and content to DPRK.

A second component for EAPRO relates to support for the biennial Young Child Survival and Development (YCSD) workshops which are jointly conducted by the Nutrition, WASH, Health and HIV Sections. The YCSD network brings together the country office staff in those sectors from all 14 country offices for a combination of cross-sectoral updates and themes with all participants together plus sector-specific sessions. The previous network meetings were conducted in 2012 and 2014 and the next one is planned for early 2017. Support for planning, technical content preparation and moderation of the YCSD network is required.

A third main component relates to support for the biannual Nutrition Security Coordination Committee (NSCC) meetings and regional UN Network for SUN meetings. The consultant will support the organization of two meetings, including technical presentations, background materials and reports.

Minor components of the consultancy for Nutrition relate to the partnership with ASEAN, and will include follow up with ASEAN and the member state focal points on the requested technical support and other activities which were requested on nutrition in the ASEAN Health Cluster workplans and reflected in the UNICEF-ASEAN work programme. The consultant will work with the ASEAN Secretariat in collaboration with the Nutrition Section to develop a more specific workplan for the joint nutrition activities and define roles and responsibilities in executing the workplan outputs. The consultant will also support the finalization of the donor report to the EU for the MYCNSIA project.

Myanmar country office

The Myanmar country office is currently engaged in preparing its new country programme (2018-2022), including developing the situation analysis, strategy note and theories of change. The country office requires support of a consultant with strong analytical and technical skills and English writing to ensure high quality outputs are produced for the nutrition component of the new country programme processes, as well as supporting the finalization of the nutrition component of the 2016 country office annual report.

HQ Nutrition

UNICEF is currently implementing an innovative multisectoral multi-country project, IMPROVING CHILD NUTRITION IN FOUR COUNTRIES IN SUB-SAHARAN AFRICA. This project aims to contribute to an equitable and sustainable reduction of undernutrition in four countries in Eastern and Southern Africa Region: Burundi, Ethiopia, Mozambique and Rwanda. The aim of the consultancy is to support project and knowledge management to improve the quality of nutrition programming to ensure that the project’s goals are met (this component is maternity cover).

Work Assignment:

In collaboration with and under the guidance of Nutrition and WASH Advisers/Specialists in UNICEF’s EAPRO, HQ Nutrition Section and Myanmar YCSD Section, the consultant will carry out the specific tasks detailed below:

EAPRO cross sectoral (WASH, YCSD and Nutrition)

  1. Plan WASH-Nutrition Theory of Change workshops for six countries (Indonesia, Lao PDR, Myanmar, the Pacific Island Countries, Papua New Guinea and Timor Leste) and support the tailoring of the workshop content and design to DPRK.

  2. Support WASH & Nutrition Sections in development of a lessons learned document, consolidating the lessons and experiences from the roll-out of the WASH-Nutrition Toolkit into a Field note for wide dissemination and contribution to broader organizational and country learning.

  3. Support planning, technical content preparation and moderation of the YCSD network meeting. Revise and finalize the report of the meeting which will be prepared by a rapporteur.

  4. Support organization of two Nutrition Security Coordination and UN Regional Network for SUN back to back meetings and preparation of the technical presentations, background materials and meeting minutes.

  5. Work with the ASEAN Secretariat in collaboration with the Nutrition Section to develop a more specific and detailed workplan for ASEAN-UNICEF nutrition activities and define roles and responsibilities in executing the workplan outputs.

  6. Support the finalization of the donor report to the EU for the MYCNSIA project, which will involve incorporating comments from the UNICEF Brussels office and the EU Bangkok delegation.

Myanmar country office

  1. Support Myanmar Nutrition team in drafting and revising Program Strategic Note for Nutrition based on outcomes of country RBM workshop, incorporating new DHS data and country stakeholder and Regional office feedback (in close collaboration with Nutrition team and YCSD Chief from a distance).

  2. Peer review of Nutrition SitAn, including its update based on new DHS data that will be available in Sept/Oct 2016.

  3. Participate in one consultative meeting with Government stakeholders for refining UNICEF’s Theory of Change and Results Framework and record the main points of discussion and outcomes.

  4. Support Myanmar Nutrition team in drafting narrative of Country Office Annual Report for Nutrition, with clear articulation of achievements towards results and bottlenecks, based on consolidation of data and inputs from Nutrition Yangon and field office teams.

HQ Nutrition

Knowledge management

  1. Draft one or two “case studies” for inclusion in the HQ Annual Results Report 2016.

  2. Liaise with COs and DOC to produce 4 videos to showcase the multi-country project.

  3. Provide Knowledge Management (KM) support to Ethiopia and Mozambique Nutrition teams, including development of KM plans and products.

  4. Oversee the development and finalisation of knowledge products for the project countries.

Monitoring and evaluation

  1. In Q1 2017, fill out, with the support and inputs from COs, the 2016 MoFA Food and Nutrition Security Results Framework for the multi-country project, and provide the donor with an explanatory note justifying the methodology used.

16. In Q1 2017, coordinate the Annual Results reporting process for the multi-country project, including: support to COs to draft high-quality country reports that incorporate results-based monitoring; with ESARO, draft the global/regional report; prepare the financial statement; and consolidate feedback and comments and finalise the Annual Results report.

  1. In Q1/Q2 2017, support the recruitment and management of external evaluation team for the multi-country project, including technical inputs into the TOR and inception report.

Project support for multi-country project

  1. Chair bi-monthly team calls with 4 countries (Burundi, Ethiopia, Mozambique and Rwanda), HQ and ESARO; write-up minutes and follow up on any action points.

  2. Review financial implementation on a monthly basis and take actions as necessary.

  3. As requested, provide technical support and assistance to COs, especially as it relates to recommendations following the mid-project review.

  4. As requested, support ESARO with network and partnership activities and support PD Nutrition with network and partnership activities.

  5. Liaise with the Public Partnerships Division on managing this project and partnership, and on thematic funding proposals.

Work Schedule:

EAPRO (WASH, Nutrition; YCSD)

  1. DPRK-specific ToC workshop design and content : 28 October 2016

  2. Six WASH-Nutrition ToC workshops planned: 31 December 2016

3. Documentation of Joint WASH-Nutrition Toolkit roll out and draft Lessons Learned Field Note: 30 June 2017

4. YCSD network meeting design, planning, technical content preparation in consultation with respective programme sections and moderation undertaken and final report produced : End of Q1 2017 or early Q2 2017

5. Two Nutrition Security Coordination/UN Regional Network for SUN meetings organized and technical presentations and background materials and meeting minutes produced : November 2016 and May 2017

6. Specific and detailed workplan for ASEAN-UNICEF nutrition activities with roles and responsibilities in executing the workplan outputs defined : 31 December 2016 (may go into 2017, depending on ASEAN response)

Estimated Duration of Contract: 9 months

Duty station: Bangkok

Official Travel: The HQ and Myanmar work can be carried out remotely, except for the one trip from Bangkok to Nay Pyi Taw. Additional travel from Bangkok to the meetings/field may be required, although not anticipated.

The consultant will be expected to work from home with their own computer and other equipment and will be required to come to the EAPRO office for meetings as advised by the supervisors

Qualifications or Specialized Knowledge/Experience Required:

· Minimum 8 years of professional experience (upper end of P4 level) in public health nutrition, international development or related discipline

· At least eight years of relevant work experience at the national and international levels in knowledge management, monitoring, analysis and evaluation, capacity development, communication, or and programming (in nutrition or a related field). Previous management and evaluation of multi-country grants and experience of cross-sectoral programming in Nutrition and WASH is highly desirable.

· Skills and experience in workshop and meeting organization and facilitation

· Previous work experience with UNICEF is highly desirable; knowledge of ASEAN an asset

· Familiarity with publications including workshop materials (design and layout) is desirable.

· Excellent writing and communication skills; sensitivity and willingness/flexibility to respond to client’s needs.
