GRAISEA Programme:
The Gender Transformative & Responsible Business Investment in South East Asia (GRAISEA) is a regional programme funded by the Government of Sweden. The programme will demonstrate that financial viability and gender equitable/sustainable supply chains are not mutually exclusive, and that win-win-win propositions (community/environment wins, women and men small-scale producers win, and larger businesses win) are possible. It works with multiple partners and stakeholders at regional and country levels.
The programme led by Oxfam GB regional centre in Bangkok, and involves 6 regional partners. As well as 6 countries: Cambodia, Indonesia, Myanmar, Philippines, Vietnam and Thailand; in these Oxfam offices work with local country partners. The implementation of the programme is coordinated by a programme management unit (PMU), with a Monitoring Evaluation and Learning (MEL) Specialist, Regional Finance Officer, and Programme Manager. Regional advocacy is lead by the ASEAN Advocacy Coordinator for the programme.
About the role
· Responsible for the flow of financial information between programme staffs (PC/PO) in Oxfam office and counterpart organisations.
· Generate & circulate quarterly and monthly reports, variance analysis, forecasts, project spending and any other adhoc reports as required.
· Work with programme staffs to analyse reasons for variance, liaise with and provide feedback to regional programme finance officer. Support the Programme Finance Officer to address any issue arising from variances on budget/forecast to actual expenditure.
· Assist regional programme finance officer in preparing annual budget/proposals, financial reports, support programme auditing
· Check grant payments and others payment requests by programme staff and coordinate payment by the Oxfam in Thailand Team, respecting the agreed procedures and Oxfam or donor requirements
· Participate in the regional/ harmonisation related forums/ meetings especially ones related to finance and GRAISEA programme
What we’re looking for
Must haves
· University degree in Finance, Accountancy or any related fields
· Experience in working with an NGO is preferable
· Able to work as a member of diverse team and good interpersonal skills
· Ability to work with the quarter and annual financial cycle and have a drive to achieve results within deadline
· Good communication skills – Excellent in written and spoken English
· Good command of computer software packages e.g. Microsoft Word and Excel. Eager to learn new software packages to adapt to the real programme finance management needs
· Organisational awareness – understanding how to get what information and who to keep informed
· A commit to the aims of Oxfam, equal opportunities and gender equity
Nice to haves
· Experience in project financial management
· Ability to implement solutions to financial problems
· Ability to take unaccompanied travel away from home base for up to 5 weeks per year
