Thailand: Consultant (Migrant Smuggling and Human Trafficking)

1) GENERAL BACKGROUND

As the guardian of the United Nations Convention against Transnational Organized Crime, its supplementing Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the supplementing Protocol against Smuggling of Migrants by Land, Sea and Air, UNODC’s primary goal is to promote global adherence to these instruments and assist states in their efforts to implement them effectively.
In the Southeast Asia and the Pacific region, UNODC focuses on enhancing the capacities and skills of law enforcement agencies to effectively identify and combat human trafficking and migrant smuggling operations, working with Member States to:
 Strengthen policy and legislative frameworks;
 Enhance capabilities in identification, investigation and case preparation and prosecution;
 Improve standards to identify and support victims of human trafficking;
 Increase availability of information/data on the nature and scale of human trafficking and migrant smuggling in the region; and
 Enhance cooperation on bilateral, regional and international levels.
Under Sub-Programme 1 on Transnational Organized Crime and Illicit Trafficking, Outcome 3: Member States more effectively identify and counter migrant smuggling, UNODC will be embarking upon two regional projects related to migrant smuggling and law enforcement data / information:
1) the Voluntary Reporting System on Migrant Smuggling and Related Conduct (VRS-MSRC) - the VRS-MSRC is an internet-based, secure system run by UNODC to assist states with the collection and sharing of migrant smuggling and related data in order to strengthen strategic analysis and policy development at inter-regional, regional, and national levels. The VRS project also helps countries to improve their capacity to generate and share data through other means, including the creation of a regional network.
2) Improving Law Enforcement’s Collection and Sharing of Human Smuggling Data in the ASEAN region. This project aims to strengthen migrant smuggling data collection and analysis in ASEAN member states. Leveraging the VRS-MSRC platform, this project will inter alia analyse legislative frameworks, build national analytical capacities, and strengthen regional networks to share data.

2) OBJECTIVES OF THE ASSIGNMENT

Under the direct supervision of the UNODC Regional Coordinator for Human Trafficking and Migrant Smuggling, the incumbent will be assigned a variety of tasks that relate to the human trafficking and migrant smuggling work carried out under Sub-Programme 1: Transnational Organized Crime and Illicit Trafficking, namely:

Output 1
Coordinate activities under the VRS-MSRC project.

Output 2
Coordinate activities under the Collection and Sharing of Human Smuggling Data Project.

Output 3
Formulate and implement a communications and outreach strategy for the migrant smuggling/ human trafficking programme.

Output 4
Support broader migrant smuggling/human trafficking programme implementation.

3) SCOPE OF WORK

Output 1
Coordinate activities under the VRS-MSRC project, including, but not limited to:
a) The organization of capacity-building activities including regional workshops and
mentoring sessions on how to use the VRS-MSRC;
b) The establishment of the VRS-MSRC Steering Committee;
c) Regular communication with participating states;
d) Building and maintaining relationships with VRS-MSRC focal points;
e) Monitoring and testing of updates to the VRS-MSRC system; and
f) Acting as the focal point for all questions related to the VRS-MSRC.

Output 2
Coordinate activities under the Collection and Sharing of Human Smuggling Data Project, including, but not limited to:
a) The organization of capacity-building activities, including regional workshops and mentoring sessions;
b) Generating recommendations on how to improve migrant smuggling data collection and sharing in target countries; and
c) Supporting the development of new knowledge products such as the Migrant Smuggling in Asia and the Pacific Report, the regional study of migrant smuggling legislation and the survey of migrant smuggling data in the ASEAN region.

Output 3
Formulate and implement a communications and outreach strategy for the migrant smuggling / human trafficking programme, including, but not limited to:
a) Development of the strategy;
b) Drafting of written outputs such as reports, letters, web stories, op-eds, etc. as required;
c) Monitoring and use of traditional and social media; and
d) Representing and giving presentations on behalf of UNODC at meetings and workshops.

Output 4
Support broader migrant smuggling / human trafficking programme implementation including, but not limited to:
a) Preparing relevant materials and presentations on migrant smuggling and human trafficking as required;
b) Supporting the maintenance of UNODC's relationships with relevant national, regional and international counterparts, particularly as relates to the migrant smuggling data projects;
Carrying out any additional tasks as required.

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Contract Duration: Maximum 228 work days during twelve (12) calendar months, from October 2016 – October 2017.

Duty Station: Bangkok, Thailand. Travel to countries in Southeast Asia and the Pacific region will likely be required.

Note:
• This assignment is based in Bangkok, Thailand. The applicant must be responsible for his/ her own travel to and living cost in Bangkok, Thailand.
• It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy.

5) FINAL PRODUCTS

During the assignment period, and in line with the scope as specified under Section 3, the Regional Coordinator, as the incumbent’s supervisor, will specify the final product of each task assigned to the incumbent.

6) PROVISION OF MONITORING AND PROGRESS CONTROLS

The consultant shall work under the overall supervision of ROSEAP Regional Coordinator for Human Trafficking and Migrant Smuggling.
Indicators to evaluate the incumbent’s performance are:
• Quality of the documents produced;
• Technical competence;
• Timeliness of delivery.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS

Education
• Master’s Degree in law, international development, public policy, social or political science or in another related field.
Experience and Skills
• At least two years of relevant experience in one or more of the following:

  • Planning and organizing events and/or workshops;
  • Project management;
  • Implementing capacity building initiatives;
  • Providing policy or legal advice and liaising with Government agencies, regional bodies, UN agencies, and/or non-governmental organizations;
  • Managing data and information with a particular emphasis on data collection and
    sharing;
  • Experience of working for an international organization in Southeast Asia and / or the Pacific is highly desirable;
    • Experience in the area of countering migrant smuggling, human trafficking and/or irregular migration is highly desirable;
    • Experience working on media and communications is desirable;
    • Ability to work independently and in a team.
    • Good written and spoken English.
    • Excellent English drafting skills.
    • Computer literacy.

8) REVIEW TIME REQUIRED

The incumbent’s service will be reviewed periodically by ROSEAP Regional Coordinator for Human Trafficking and Migrant Smuggling.
