EngenderHealth is seeking expressions of interest from highly qualified candidates for the following full-time staff positions for an anticipated five-year USAID project named, Expanding and Strengthening Family Planning Service Options in Uganda. The following project staff will be based in Kampala providing technical assistance to the Government of Uganda (GOU), civil societies, community-based organizations and the private sector at the community, facility, district, and national levels. The goal of the project is to increase use of equitable, quality and sustainable family planning (FP) services through increased FP service delivery options and demand for modern contraception including long-acting reversible contraception (LARCs) and permanent methods (PMs). Cross cutting themes include gender programing and youth sexual reproductive health (SRH) services. Fluency in written and spoken English is required for all the following positions: Chief of Party (COP); Deputy COP; Director,FP Service Delivery; Director, Financial Management and Operations; Monitoring, Evaluation and Learning Advisor (ME&L).

TheCOPwill be responsible for leading and managing the overall project. S/he will facilitate the development and implementation of project strategy and plans including ME&L. S/he will ensure excellent coordination and collaboration with USAID, public and private sector partners and stakeholders at the community, facility, district, and national levels. S/he must have a Master’s degree in public health or related field, with ten years of experience working in sexual and reproductive health (SRH) programming. S/he will have experience working as a senior management for donor-funded health projects, preferable USAID. Experience collaborating central and local government officials, development partners, civil society and community-based organizations. The Deputy COPwill support the COP in leading and managing the overall project. S/he must have a Master’s degree in a related field of study with a minimum of five years of experience working in a mid to senior level management or technical leadership position in SRH, gender, or other health-related field**. S/he also must have** five years of mid to senior level experience in designing implementing and/or evaluating large SRH programs in Uganda. Demonstrated leadership qualities are required. The Director, FP Service Delivery will manage a collaborative process of design, implementation, and monitoring the innovative, evidence-based FP program especially in support of LARC/PM programming. Master’s degree in public health with a minimum of eight years of experience directing FP/RH service delivery and/or technical assistance programs, with demonstrated supervisory experience. Experience with one or more of the technical areas found in the project is desired, including: family planning service delivery; health systems capacity building; development, monitoring and evaluating quality improvement approaches for SRH; designing and implementing facility and community-based FP services; and/or integration of gender into health projects and services. The Director, Financial Management and Operations will be responsible for overall financial management and administration of the project. Working with the COP, s/he will develop and ensure effective and efficient implementation of the project’s financial plan, including management of grants and contracts following local laws, EngenderHealth and US Government requirements. Certified public accountancy or the equivalent professional qualifications are a plus, with a Master’s in Business Administration, Finance, Accounting, or other relevant field required. A minimum of eight years of work experience in administration and financial management of large-scale, complex, international development assistance programs with demonstrated supervisory experience is required. Experience in supervising grant management processes and providing technical support to program staff is preferred. Familiarity with USG financial reporting and compliance requirements and experience in managing donor funded procurements and subcontracts/grants is desired. The ME&L Advisor will be responsible for the development and implementation of monitoring, evaluation, and research plans that inform program implementation, management and strategic direction of the project. S/he shall lead the knowledge management function and learning agenda. S/he must have a degree in epidemiology, statistics, or health related field, and six years of relevant work experience in ME&L in donor funded projects, and demonstrated research experience and skills, complemented by experience in collaborating with various types of partners.
