Consultant: Team communication and management of workloads

2015 Staff Retreat

Rationale:

Annual Staff Retreat is the regular activity organised by UNFPA Thailand to strengthen teamwork and better communication within team.

During this current tenth programme cycle, the international Mid Term Review, 2014 Global Staff Survey, and 2015 UNFPA Thailand Staff Survey conducted to identify gaps and challenges for UNFPA Thailand Teamwork . Key common results highlighted the following challenges:

  1. People & Performance Management especially on: Reward & Recognition to staff who performed well, and actions taken when staff does not perform well.
  2. Teamwork:Identified key challenges of the existing teamwork are: communication in team, trust &respect, and delegation of work and responsibilities.

Regarding the key challenges, staff responded below:

· Communication: Clarity of communication in terms of expectations and results; too much information but no specific guideline for further actions; and communicating between managers and support staffs.

· Trust & respect: Professional conflicts creates difficulties in terms of respect & trust; personal conflict derail professional conduct; assigning one’s work to another without inform or notice; and no pace for staff to initiate thought and ideas.

· *Top three challenges in team:*Fewer silos but increased distance based on levels; clear guideline on supervisory, support and reporting lines informed to staff; and micro management style.

In order to assist all staffs to closely interact to build strong team to effectively deliver results of the current and future programmes, staff retreat is recommended with external experience-facilitator.

Overall objective:

The 2015 staff retreat will provide opportunity for staffs to interact and communicate to reduce gaps among individuals and team to enable friendly working environment and atmosphere.

Objectives of the 2015 staff retreat:Through discussion and teambuilding activities, this retreat will provide opportunity for UNFPA and their staffs to:

  1. Communicate and interact among individuals through games and discussion;
  2. Accept individual differences and preferences
  3. Lines between professional and personal
  4. Understand and gain idea on future directions of UNFPA programme in Thailand in the next five years

Need for Consultant:

An external consultant with strong background and long experience on team communication and team building is required to facilitate activities, discussion, and common agreement among staffs.

Scope of Work:

With close discussion, consultation, and agreement with UNFPA Staff Learning focal point, a consultant should provide the followings:

  1. Based on results of 2015 staff survey, design one day communication plus team building programme for staff retreat.

a. The designed programme should consist of exercise and activities for “adults” to think, analyse, and identify resolution together on the difficult areas in team. Individual differences and preferences should be a key.

b. The designed programme should be participative and friendly atmosphere

c. The designed programme should not emphasize much on fun games but thorough analytical exercises and activities to brainstorm and as the entry point for discussion.

d. The designed programme should not encourage confrontation but rather finding solution

  1. Submit the proposed one day programme for selection and approval
  2. Prepare, conduct and facilitate planned activities
  3. Wrap-up and identify further actions required by staffs once they are back to work.
  4. Evaluate the results of exercise, activities and overall sessions.
  5. Prepare report with recommendations and future actions.

Criteria for selection:

  1. Technical Proposal composed of requirements as indicated under point 1 of the scope of work (50 points)
  2. Facilitation skills (25 points)
  3. Proven record of similar background and experience of at least ten years (15 points)
  4. Good command of English and Thai (10 points)

Remark: once the consultant is selected the followings deliverables are required:

  1. Draft of facilitation/learning plan in English and Thai
  2. Implementation of planned activities
  3. Report of learning programme in English and Thai

Dates and Duration:One day, Thursday 20 August 2015.
