Overall Purpose of the Consultancy

Six month consultancy to amplify Survivors’ Voices across ECPAT’s advocacy and communications

ECPAT is seeking to contract the services of a consultant to conduct follow-up work from the Global Survivors Forum organized in Nov, 2016 and to ensure that ECPAT continues to amplify survivors’ voices around the world and mobilise them to take action at the local, regional and global levels.

Background

ECPAT International is a global network of civil society organisations working together to end the sexual exploitation of children through prostitution, pornography and trafficking. It seeks to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation.

The ECPAT network currently has 90 member organisations in 82 countries in all regions of the world. All members are independent organisations or coalitions working against the commercial sexual exploitation of children (CSEC). The Secretariat of the Network is based in Bangkok, Thailand.

Child victims of sexual exploitation mostly stay silent, with their views not being taken into consideration, especially at the local and national levels. Despite the existence of some survivor activists and organisations working with survivors, there has been a lack of opportunity for them to come together, exchange views, to develop a common vision and become a force for change. ECPAT aims to change this, by providing a platform and giving a stronger voice to survivors from around the globe.

On 18 November 2016, to coincide with second edition of the European Day on the Protection of Children against Sexual Exploitation and Sexual Abuse, ECPAT International organised a Global Forum for adult survivors of childhood sexual exploitation at the Council of Europe in Strasbourg, France. This landmark Global Survivors’ Forum served as an avenue through which the voices of survivors of sexual exploitation from around the world were heard and amplified, with a view to shining much needed light on this problem and devising possible solutions.

During the lead up to the Forum, ECPAT members and partners held local consultations with adult survivors in different countries around the world. Survivors’ voices from the local consultations formed crucial inputs into the Global Forum and were used to shape the agenda. Survivor advocates were interviewed and videos and stories were prepared to populate the Survivors’ Voices page of the ECPAT website.

ECPAT is seeking to contract the services of a consultant to conduct follow-up work from the Global Survivors Forum and to ensure that ECPAT continues to amplify survivors’ voices around the world and mobilise them to take action.

Specific Responsibilities

· Assist in the development of a proposal for next steps on amplifying survivors’ voices, including coordinating input/feedback on the proposal from survivor participants and survivor focussed organisations

· Ensure survivors’ voices and messages are communicated with relevant international and regional child rights monitoring mechanisms

· Coordinate the development of a summary video of the Global Survivors Forum

· Identify and connect with survivor groups in different regions/countries in order to increase the engagement of survivor groups in ECPAT’s programme

· Identification of survivor ‘champions’ and increase their engagement in ECPAT’s programme

· Explore options for a secure online platform for survivors to connect and share ideas

· Include survivors’ voices in ECPAT communications, including updating the survivors’ voices webpage with videos and stories and coordinate the contributions of participants for blog writing.

· Develop 2017 calendar of opportunities to engage survivors e.g. advocacy moments, meetings, reports etc.,

· Coordinate closely with the Global Coordinator for Children’s Participation to ensure alignment with CYP Programme objectives particularly commitments under strategic goal “place children’s voices at the heart of ECPAT network”.

Qualifications

· Advanced university degree in communication/psychology/ human or child rights, or related fields

· Strong communication skills

· Excellent English language skills; knowledge of another major ECPAT language is a plus (French/ Spanish/ Russian);

· Experience at the international level and ability to operate within culturally diverse settings

· Experience in work with child rights and/or child sexual exploitation is a plus

Supervision

The consultant will report to the Deputy Executive Director / Programmes and work closely with the Global Coordinator for Children's Participation and ECPAT’s Communication Team.

Contract Duration and Arrangements

The consultancy will be full time for 6 months with preferred starting date of mid-February, 2017.

The candidate is expected to work at the ECPAT Secretariat in Bangkok.
