Background:
The Asian Forum of Parliamentarians on Population and Development (AFPPD) is a regional non-governmental organization which serves as a coordinating body of 28 National Committees of Parliamentarians on Population and Development across Asia and the Pacific. AFPPD seeks to generate support and cooperation among Asian and Pacific parliamentarians in the areas of population and development. It commits to motivate, educate, involve and mobilize parliamentarians on the linkages between population dynamics, sexual and reproductive health and rights, gender equality and women’s empowerment and sustainable development.
Position Summary:
Under the supervision of the Executive Director of AFPPD, the Policy and Advocacy Advisor will work as a member of the AFPPD Secretariat and provides technical expertise in policy and advocacy on sexual and reproductive health and rights, gender equality and women’s empowerment, population dynamics and sustainable development to national committees on population and development. The Policy and Advocacy Advisor plays a key leadership role in the technical area and a management role in supporting the Executive Director in the delivery of the AFPPD's mandate.
The Policy and Advocacy Advisor manages the policy and advocacy work of the AFPPD Secretariat; provides advice, information and technical support to National Committees and parliamentarians; and partners with international, regional, sub-regional partners to achieve policy and advocacy goals, outcomes and outputs of AFPPD workplans.
The Policy and Advocacy Advisor will also support the Executive Director on substantive matters, strategic planning, and day-to-day management of AFPPD, and act as OIC in the absence of the Executive Director. In particular, the Policy and Advocacy Advisor oversees programme coordination and monitoring mechanisms and plays a key role in maintaining AFPPD Secretariat’s relations with AFPPD Executive Committee, National Committee, MPs, partners and stakeholders.
Roles and Responsibilities:
The main roles and responsibilities of the Policy and Advocacy Advisor are as follows:
Technical leadership
- Provide technical leadership in policy and advocacy related SRHR, gender issues and population dynamics and sustainable development;
- Promote communication, information exchange and advice to National Committees in support of their policy and advocacy work, together with 3 programme officers. Provide technical oversight to the DFAT-funded project entitled “Mobilising Parliamentarians for Ending Violence Against Women in the Asia-Pacific”;
- Provide coordination and programmatic support to nine South and West Asian countries both at the country and sub-regional levels, particularly in the implementation, monitoring and reporting of the project implemented jointly with the IPPF South Asia Regional Office.
- Provide technical supports to Standing Committee.
- Provide technical inputs to AFPPD project proposals and ensure technical integrity of the proposals for submission to donors.
- Review technical products for quality control.
- Maintain and update technical knowledge regularly.
Partnerships
- Develop and maintain good working relationships with National Committees, MPs and other key stakeholders involved in the activities of AFPPD;
- Explore new partners who can advance the AFPPD’s mandate.
- Maintain professional partnerships with other policy and advocacy entities in the ICPD issues.
Management
- Supervise the work of programme officers/area focal points
- Assist the Executive Director in the fulfillment of the responsibilities, as delegated, in internal management of the Secretariat, including work planning and coordination, programme management and representation;
- Assist the AFPPD Executive Director, as appropriate, to lead collaborative efforts with various partners, donors and networks;
- Support the Executive Director in resource mobilization and fundraising drives towards increasing political and financial support for the AFPPD, as well as broadening awareness among MPs, governments, potential donors, key partners and stakeholders; and
- Undertake other related tasks as requested by the Executive Director
Qualifications and Experience:
The candidate should have:
· Post Graduate Degree in Political Science, Social Science, Development, Communication, or related field;
· A minimum of 10 years of relevant work experience in policy and advocacy field, particularly related to gender and sexual and reproductive health and rights;
· Experience in senior-level leadership or management positions. Significant professional experience in technical fields and technical expertise in gender and sexual and reproductive health and rights. A strong background in development, diplomacy or politics and working experience in multilateral, multicultural environment.
· Proven ability to lead and manage multinational teams to achieve demonstrable results.
· Strong political acumen and communication and advocacy skills.
Languages:
Proficiency in verbal and written English is required. Working knowledge of another official UN Language relevant to AFPPD’s work or an Asian Language is desirable.
Contract period:
One year with a three-month probationary period, with a possible extension subject to satisfactory performance.
Salary and benefits:
THB105,656/month (equivalent of US$3,200 at the exchange rate of THB33 per US$1), plus health insurance, dental insurance and travel insurances.
