Project Overview
Pact is recruiting a Monitoring and Evaluation (M&E) Advisor for an upcoming USAID-funded project that will aim to reduce greenhouse gas emissions by catalyzing private finance to upscale and drive investment in the agriculture, forestry, and other land-use sector toward low-emission yet profitable business models. The project will support countries in Asia to scale-up low-emission land management best practices through development of a pipeline of investible projects and businesses in the sustainable landscapes sector, increased private sector investments into sustainable, low-emissions land management businesses, and improved capacity of sustainable landscapes stakeholders.

Position Purpose
The M&E Advisor will provide overall leadership and oversight for project M&E. S/he will manage the project’s Performance Monitoring and Evaluation Plan, develop relevant M&E tools, and provide technical training and guidance to the project team and partners on relevant M&E tools and processes. S/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to USAID.

Key Responsibilities
Lead the development and execution of the final project Performance Monitoring and Evaluation Plan.
Lead the development of relevant M&E tools and platforms, and provide M&E specific technical training, mentoring, and coaching to the project team and partners.
Develop strong M&E data collection and analysis systems to ensure that program interventions are effective.
Lead and maintain a knowledge management system for the project, across all project components and partners.
Contribute to program reports for submission to donor.
Support program staff and senior management to use data to make informed and timely decisions related to program implementation.
Perform other duties as assigned.
Basic Requirements
Minimum of 5 years of experience managing data-intensive programs in designing, monitoring, and evaluation methodologies.
Demonstrated ability to coach and train others in M&E methodologies.
Significant experience with qualitative and quantitative data collection and analysis methods, including tracking outcome indicators.
Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming
Bachelor’s degree in statistics or a related field.
Preferred Qualifications
Advanced degree in statistics or related field.
Experience using mobile data collection platforms
Prior experience in greenhouse gas emissions metrics.
Prior experience working on programs in relevant areas such as sustainable natural resource management, sustainable landscapes, agriculture, private sector investment or related field.
