Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.

Context:

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime
(Bali Process) is a non-binding and state-driven process involving 46 members (countries and
agencies), including the United Nations High Commissioner for Refugees (UNHCR) and the
IOM.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the
operationalization of the Regional Cooperation Framework (RCF) to reduce irregular migration
in the Asia and Pacific region. (http://www.baliprocess.net/regional-support-office/). IOM
Thailand supports the overall administration of the RSO.

The RSO aims to support and strengthen practical cooperation on refugee protection and
international migration, including human trafficking and smuggling, and other components of
migration management in the region. The RSO is co-managed by the Australian and Indonesian
Government in consultation with UNHCR and IOM.

Upon agreement between the RSO Project Development and Implementation Consultant and
his/her supervisor, the RSO Project Development and Implementation Consultant will work in
the RSO with the following objectives: To support the delivery of RSO activities and to perform
other tasks in the context of the RSO and the implementation of Regional Cooperation
Framework (RCF) initiatives.

Core Functions / Responsibilities:

Under the supervision of the IOM Representative in the RSO and in coordination with RSO
representatives, the RSO Project Development and Implementation Consultant will support the
RSO in the delivery and implementation, but not limited to, of the following tasks:

  1. Assist in the formulation of appropriate strategies, policies and plans of action related for the
    implementation of the Regional Cooperation Framework of the Bali Process.
  2. Assist in the financial and administrative management of the relevant activities.
  3. Assist in the preparation of reports, budgets and work plans.
  4. Assist in promoting sustainable and collaborative migration management on issues relevant
    to the Bali Process amongst Bali Process Member States.
  5. Draft policy and other document such as factsheets, concept notes, guidance notes for
    dissemination to Bali Process Member States and other key stakeholders.
  6. Assist in coordinating external relations, consultation and liaison with Bali Process Member
    States, donors, NGOs, academia and other key partners as appropriate.
  7. Participate in workshops, trainings and conferences, preparing presentations, background
    documents and reports, and preparing and delivering trainings, as required.
  8. Assist in the planning and organization of RSO meetings, seminars and workshops.
  9. Support production and submission of periodic reports of activities of the RSO.
  10. Perform such other related duties as may be assigned.
    Deliverables
  11. Effectively applies knowledge of migration issues within organizational context;
  12. Correctly frames migration issues within their regional, global, and political context
    Required Qualifications and Experience:
    • Degree in International Relations, Refugee/Migrant Studies, International Law, Political
    Science or related field(s);
    • At least one year of work experience including design, development and implementation of
    projects;
    • Computer literacy and proficiency in Microsoft Office;
    • Excellent drafting and reporting skills;
    • Good planning and organizational skills;
    • Conscientious and efficient in observing deadlines and achieving results.
    Desirable
    • Experience in working with government and/or at international agencies;
    • Strong experience with international, intergovernmental, regional or national policy process
    related to migration issues;
    • Experience in working in the thematic areas of migration management, counter human
    smuggling and human trafficking, refugee protection a distinct advantage;
    • Working experience in the Asia-Pacific region an advantage;
    Languages
    Fluency in English is required.
