Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this
vacancy, internal candidates are defined as staff members holding a regular, fixed-term or
short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.

Context:
Under the direct supervision of the MHD Regional Medical Officer, technical supervision of the
Global Vaccination Program Coordinator (IOM Nairobi) and in close coordination with Migration
Health Advisor (IOM Washington) and respective country medical officers, the successful
candidate will be responsible for effective coordination of the regional Expanded Immunization
and Presumptive Treatment Program, Medical Movement technical assistance and other
selected public health activities within the scope of the US Refugee Admissions Program
(USRAP).

Core Functions / Responsibilities:
In particular, the incumbent will have following duties and responsibilities:

  1. Provide technical support to MHD staff in the region in the area of vaccination and other
    public health activities within the project;
  2. Design and apply monitoring and evaluation tools for the vaccination program and the
    presumptive treatment activities;
  3. Analyze the data from the different countries in the region to assess coverage of vaccines,
    prepare monthly reports on vaccine consumption, coverage and wastage in the region;
  4. Develop health education material for both clinical staff as well as U.S.-bound refugees
    regarding vaccines, assisting in preparing and delivering trainings. Train staff on the best
    techniques and practices in vaccination;
  5. Monitor the Adverse Events Following Immunizations (AEFI) surveillance system,
    Non-vaccinated reports and Immunization management system in each country of the region;
  6. Serve as a principle coordinating focal point for reviewing and following up on the global
    SOPs, providing clinical advisory and assisting country operations in preparing mission specific
    evidence-based technical instruction in the area of vaccine administration and delivery;
  7. Work closely with the Program Coordinator for EPI in various countries to identify gaps in
    vaccine service delivery in the region;
  8. Closely monitor epidemiological situation in the region, assisting in coordination of IOM
    response activities in respect to outbreaks that occur in the populations considered for
    resettlement;
  9. Recommend changes in vaccine schedule based on epidemiological surveillance in the
    region;
  10. Monitor the cold chain supply and management systems in the region
  11. Assist IOM missions in implementing other expanded health assessment activities for the
    US refugees, in consultation with supervisors.
  12. Provide technical support and guidance to IOM and non-IOM panel sites with USRAP
    caseload in the Region and in relation to medical movements.
  13. Serve as a regional focal point for communication with the Medical Movement Team (IOM
    USA);
  14. Aggregate, consolidate, analyse and identify common issues in medical movements, with
    guidance modifications in mind; and
  15. Perform other duty as may be assigned by the supervisors.
    Required Qualifications and Experience:
    Education
    • University degree in Medicine from an accredited academic institution with at least seven years
    of professional experience; or
    • University degree in Medicine from an accredited academic institution plus Master’s Degree in
    Public Health or other related fields from an accredited academic institution with five years of
    relevant professional experience.
    Experience
    • At least 5 years of experience in coordinating health programs/systems;
    • Experience in the field of public health, outbreak prevention and vaccinations, including liaising
    with governmental authorities as well as with international organizations and NGOs.
    • Work experience in the Region is an advantage.
    Languages
    Fluency in English is required.

    Other:
    Appointment will be subject to certification that the candidate is medically fit for appointment,
    accreditation, any residency or visa requirements, and security clearances.
