Palladium seeks to recruit a well-qualified Finance and Operations Manager with experience in managing U.S. Government funded initiatieves to support the Procurement and Supply Chain Strengthening Project II (PSSP II) in Uganda. Under PSSP II, Palladium will provide technical assistance and programming support to Medical Access Uganda for improved data collection and system integration in support of Uganda's health supply chain. By integrating data sources and improving the quality, accessibility, and use of data, PSSP II will contribute to improving healthcare quality in Uganda and the information available for decision-making within the supply chain. Key Roles & Responsibilities
- Maintain financial and accounting systems and procedures in accordance with Palladium corporate requirements and USAID/CDC regulations
- Prepare semi-monthly financial reports and submission to HQ within stipulated date in the calendar
- Review invoices and advise Project Manager with regards to payment issues to clients, relevant suppliers, consultants and staff.
- Prepare timely and accurate monthly, quarterly, annual inventory, and other financial reports as needed
- Take responsibility for receiving, documenting and managing all stock and commodities of the project, including forecasting and requisitions to guarantee optimal stock levels at all times
- Prepare all relevant salary documentation (staff only) for payment
- Download bank statements for the bank accounts, review cash book, reconcile the accounts and advise the Project Manager accordingly
- Maintain accurate and up-to-date financial records
- Process supplier's payments and hotel accommodations
- Prepare monthly bank reconciliation statements
- Manage cash flow; prepare cash forecasts
- Handle management, disbursement and reconciliation of the office petty cash/ field imprest
- Review and prepare budgets for related project activities
- Carry out banking duties as required
- Supervise the payment process for participants at workshops
- Write checks
- Support and/or delegate administrative activities as needed
Perform any other responsibilities as may be directed
Degree in finance, accounting, business, or similar field (advanced degree preferred);
5-8 years' relevant experience, with at least 3 years spent on the financial management of a similar project;
Experience working on an international development project;
Familiarity with CDC conditions and regulations;
Setting up and establishing financial systems;
Financial management of a project worth around US$5-10M (preferable);
Keen attention to detail;
Regional experience, and fluency in English;
Good communication skills;
Honesty and integrity.
