Thailand: Regional Advocacy Manager - Asia

CARE’s program strategy (CARE 2020) has a strong focus on multiplying impact through advocacy. In Asia, the organization is prioritizing regional impact in three areas: dignified work, gender-based violence, and humanitarian response. The Asia Regional Management Unit is looking for a Regional Advocacy Manager to develop and implement a regional advocacy and communications strategy to support the three regional priorities in Asia, build country offices’ advocacy capacities and coordinate with partners and social movements to achieve CARE’s impact goals.

CARE is seeking Regional Advocacy Manager for Asia who understands the fundamentals of building an advocacy strategy and implementation plan, can contribute to building this capacity with colleagues throughout the region and come to the work with experience in the development/humanitarian sector, particularly in advocating for the rights of women and girls. It is understood that the priority areas of work (dignified work, gender-based violence, and humanitarian response) do overlap but will be phased in over time.

The Regional Advocacy Manager will concentrate efforts to implement the regional dignified work impact growth strategy. This will involve developing an advocacy strategy that identifies the different State, private sector and civil society actors who are involved in and influential in the promotion and defense of human and labor rights of garment workers; articulate efforts, resources and interests on a platform to generate evidence for decision makers at the regional level and in each country; and make the necessary changes to ensure adherence to these legal frameworks.

We expect the Regional Advocacy Manager to support the regional team and country offices with the analysis of public policies related to regional priority groups (garment workers in the year 1) and the critical nodes that are preventing their implementation; will articulate processes to form the regional and national advocacy platforms in selected countries (Bangladesh, Cambodia, Vietnam and Myanmar in the first year); will provide inputs for the definition and implementation of a regional advocacy strategy, which will be built together with social and partner organizations.

The country location of this position is negotiable, but our preference is for the position to be located in the Asia region.

Responsibilities

• Develop and implement an advocacy strategy for regional initiatives, specifically in the first year the Regional Dignified Work Impact Growth Strategy, in coordination with the regional team and country office program leads.
• Perform mapping of actors, interests, and relationships around the application of laws, regulations, and policies related to the rights of priority groups (garment workers in year 1) in each country and at the regional level and to design the main strategies for changing public policies based on the mapping.
• Establish relations and coordinate, together with the regional and initiatives teams, with civil society actors, inter - agency forums, intergovernmental spaces, academic, social movements and organizations, to form regional and national advocacy platforms and alliances.
• Provide capacity building on advocacy both for the CARE country office teams and partner organizations.
• Identify evidence and potential opportunities for resource mobilization to implement the advocacy strategy and for working with partners. To design proposals and concept notes in collaboration with the country offices, regional office, and social organizations.

Qualifications

• Experience of at least 5 years in policy analysis, stakeholder mapping, design and implementation of advocacy strategies;
• Demonstrated experience in relating to social movements and/or policy influence of government and/or private sector actors;
• Excellent communications skills, written and oral, with abilities to create documents in English and use basic computer program packages (e.g. Office);
• Proven capacity to work in alliances and develop multi-stakeholder networks to drive changes in policy, practice or behavior. A
