Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Context:
The IOM Regional Office for Asia and the Pacific in Bangkok (ROAP) is focused to support 31
Country Offices (COs), covering total of 39 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region.
Under the direct supervision of the Regional Director (RD) for Asia and the Pacific (ROAP) and in close coordination with Regional Project Development Officer (RPDO) based in ROAP, the incumbent will provide support to IOM Country Offices (COs) within the Asia and the Pacific Region with regard to resource mobilization functions, donor requirements for both traditional and non-traditional donors, gender guidelines and direct assistance to the Regional Director.
Core Functions / Responsibilities:
Support the Regional Director in coordinating, consolidating and preparing presentations, reports and other materials, including carrying out research, supporting inter-agency and other meetings as requested.
Support the Regional Director in organizing the annual Regional Policy Coordination Committee (RPCC) meeting.
Compile relevant reports and regional donor overview and do the necessary follow up with missions.
Assist in research and analysis of resource mobilization and other funding opportunities for all IOM offices in the Asia Pacific region, such as through the government foreign aid and development plans, various list serves, internet and journals and share findings with the relevant offices.
Compile general background information from various sources on potential traditional, non-traditional donors, current trends and emerging trends in the region, including regional gender portfolio in coordination with the Donor Relations Division (DRD) and Gender Coordination Unit (GCU) at IOM Headquarters.
Be familiar with submission requirements as stipulated by potential IOM donors, and work with the RPDO to advise and assist IOM offices in the region on such requirements.
Support the call for proposal process by tracking proposal progress against deadlines, collecting required supporting documents, organizing documents and background information according to proposal formats, informing and coordinating with missions to ensure timely submissions to the ROAP / donor. Assist in liaising between IOM Headquarters, Brussels, Washington, Tokyo and other administrative offices, and departments to confirm and follow up endorsements, required donor information, and relevant background and program information for respective proposals.
Provide support in organizing donor or stakeholder briefings hosted by the Regional Office and/or Country Offices.
Assist with gathering data/information that would contribute to developing new tools to enhance communication with the field, tracking of new trends and fundraising opportunities, gender requirements and overall project proposal development to share with the respective missions.
Maintain the central database where information on project development and resource mobilization made by the ROAP is stored.
Support the RPDO in managing the ROAP Project Endorsement mailbox and in facilitating/tracking project proposal endorsement processes.
Support the RPDO in preparing monthly summaries of all proposals that have been endorsed and convening quarterly project support meetings.
Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Development Studies, Political or Social Sciences, Business
Administration or related fields from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Experience preferably in an international or non-governmental organization, and experience working in the field of migration;
• Experience in compiling and managing databases;
• Experience in liaising with other international organizations and network/partnership building;
• Experience writing papers, briefings, articles and with own work published an advantage;
• Experience in the use of database applications and statistical analysis tools.
Language
Fluency in English is required. Working knowledge of any regional language is an advantage.
