The staff member will be accountable for effective engagement in social policy dialogue with the government for programme development, using public finance management tools to advocate for increased public resource allocation and building national capacities for use of data in policy planning and implementation. In particular, the incumbent will be responsible for coordination with high-level officials in government agencies responsible for the above-mentioned roles, technical support on budget analysis, costing and advocacy for equitable budget allocation and mainstreaming the Sustainable Development Goals (SDGs) in domestic financing.
Major Responsibilities
The staff member will be expected to play an important role among UNICEF Social Policy team in addressing gaps related to overall policy and budget and Public Financial Management (PFM) equity analysis, costing of models and knowledge generation for government counterparts and the Thailand Country Office, statistical system building, especially in the light of SDG monitoring, and building national capacity of national partners for doing quality statistical and data analysis.
1. Social policy dialogue and programme development
Provides professional assistance in UNICEF’s engagement in social policy dialogue and development with the Government, maintains constructive dialogue and partnerships between international and local stakeholders, especially the BOB and NESDB, to support the development of social policies and programs contributing to the progressive realization of children's rights and strengthening of implementation and monitoring mechanisms at all levels of society, and ensures that the services reach out in innovative, effective ways to those most vulnerable pockets of children and families that have been previously left out.
2. Monitoring state budget resources and costing for social sectors
Monitors and updates current information on state budgeting and spending patterns for social programs and decentralization status of social services on an on-going basis to support advocacy for greater public resources and budget allocation for social development, the prioritization of resource allocation for children, and universal coverage of essential services for children, to ensure that they reflect the best interest of children.Supports / provides technical assistance and convene international and national stakeholders to conduct costing of national strategies/plans for the social sector towards developing a mid-term/long-term expenditure framework (MTEF/LTEF) for social sectors.3. Data collection, analysis and results-based approach
Collects systematically qualitative data for the sound and up-to-date assessment of the situation of children and women to provide the base-lines for result-based decisions on interventions and evaluations. Provides technical support for the development of information systems for monitoring child rights indicators, with emphasis on community and child participation.Provides support on timely, regular data-driven analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scaling-up specific social policy initiatives. Support maintenance of information system for monitoring gender/sex disaggregated data.Contributes to the analyzes the macroeconomic context of social policy programs and its impact on social development, emerging issues and social policy concerns, as well as implications for children, and proposes and promotes appropriate responses in respect of such issues and concerns, including government resource allocation policies and the effect of social welfare policies on the rights of children.4. Advocacy and communication
Assists in promotion and raising awareness on children’s rights with both the general public and with policy makers, effective information dissemination, mass media campaign, special events, and other means, to ensure local buy-in, commitment, and continued relevance of UNICEF programming.
5. UNICEF Programme Management
Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the country programme.Ensure that the social planning project enhances policy dialogue, planning, supervision, technical advice, management, training, research and support; and that the monitoring and evaluation component strengthens monitoring and evaluation of the social sectors and provides support to sectoral and decentralized information systems.To qualify as a champion for every child you will have…
An advanced university degree in Social Sciences, Economics, Social research, Data and statistics, International Relations, Political Science, International Finance, public relations or other relevant disciplines.A minimum of two years of relevant professional work experience in social policy dialogue, programme development, public financial management, planning and design of national surveys, data system building and data analysiswithin the field context.Thai Nationals only.Knowledge and understanding of public financial management and policy analysis, including costing of national policies and programmes for social sectors.Experience in national budget analysis, Royal Thai Government’s policy & procedures, and working with high-level official/decision makers.Knowledge on 1) UNICEF’s financial regulations and rules, fundraising strategy, 2) Government policies, guidelines, legislation, and strategies related to fundraising, 3) UNICEF programme policies, goals, strategies, guidelines and approaches related to programme funding activities, promoting and supporting gender equality and diversity, an asset.Familiarity with statistical system building.Background in emergency, an asset.Strong quantitative skills and ability to crunch data.High Fluency in English and Thai (written and verbal).
