Food Security and Livelihoods Officer For over 90 years, Save the Children has been making a difference in children's lives in more than 120 countries. In Uganda, we implement programmes in five thematic programme areas of Child Protection, Child Rights Governance, Education, Child Poverty, Health and Nutrition in Development and Emergency contexts. Save the Children delivers programs in over 36 districts in the West Nile, North, Rwenzori, North-Eastern and Central regions of Uganda, Currently, Save the Children has a staff complement of over 300 persons. Role Purpose: The Food Security and Livelihood Officer will be responsible for initiating the FSL response in Bidibidi Settlement including market strengthening activities and cash transfers to vulnerable households. The Officer will be required to carry out on the ground activities such as targeting beneficiaries and training, They will be working with government agencies and private organizations engaged in promoting improved livelihoods for refugees and will represent SCI at relevant external fora such as the Livelihood Working Group and Cash Working Group.
To deliver the cash grants and e-vouchers, the Officer will be instrumental in setting up the cash transfer platform, working alongside the Area Manager, finance and logistics colleagues to finalize the standard operating procedures. They will be responsible for identification, verification and registration of beneficiaries for livelihoods interventions, followed by training on the cash distribution process, capacity building beneficiaries on business management, offering technical assistance to the business groups on business methodology, savings and loan management and coaching and mentoring. They will facilitate beneficiaries in effective utilization of grants.
The officer will ensure monitoring plans are in place for the distribution of cash transfers or inputs related to livelihood interventions, preparing monitoring reports for programmes and awards. The success of this initial FSL project will provide the foundations for increasing SCI's FSL programming in Bidibidi and other refugee camps. The Officer will be required to support funding proposals and develop new programmes which could include value chain development, VSLAs, supporting the formation and development of youth groups and promote youth livelihood options through business development. - At least 3 years' experience in humanitarian livelihood programmes;
- Experience of working with small business development and market based programming
- Experience in delivering training to communities and staff;
- Experience of implementing cash based programming
- Experience of implementing livelihood projects e.g. public works/ cash for work projects; agricultural support; home based skills development or income generation projects
- Performance and quality management of children/youth programmes;
- Strong understanding of employment, small and micro enterprise, education and vocational skills training in a rural setting;
- Experience in career counselling in livelihoods related enterprise;
- Good working knowledge of Microsoft Excel, Word and an understanding on online cash distribution platforms
- Strong leadership skills including ability to influence a wide range of internal and external stakeholders.
- A good understanding of best practices, techniques for achieving and sustaining youth's positive engagement;
- Ability to work as part of field team and successfully join up work with partner staffs
- Good spoken Arabic, Lugbara or Kakwa
- Ability to ride a Motorcycle
- Excellent communication and presentation skills
