Proposal Summary:
The five-year USAID Learning Contract will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its implementing partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda's development.

Position Summary:
MSI is seeking 2-3 long-term monitoring and evaluation (M&E) specialists to coordinate the project's M&E efforts, with a solid track-record in M&E and/or research. The M&E specialists will be responsible for coordinating the work of evaluation teams, designing data collection instruments, facilitating the logistics of collecting data from sites throughout Uganda, analyzing M&E data, and preparing reports. These are long-term positions over the course of the five-year length of the project.

Responsibilities:

  • Coordinate the project's efforts on specific M&E assignments, including for evaluations, assessments and special studies and for assignments related to performance monitoring in support of USAID's Performance Monitoring Plan.
  • Review Activity M&E plans submitted by USAID implementing partners and recommend improvements to ensure they generate high quality performance data and are aligned with USAID's needs.
  • Assist in developing scopes of work for M&E assignments and also in developing position descriptions and scopes of work for short-term consultants who will carry out many of the assignments.
  • Assist in finalizing evaluation designs and in developing data collection instruments.
  • Aid teams of short-term consultants in identifying the best ways to collect data from sites throughout Uganda.
  • Accompany data collection teams to the field for some assignments.
  • Support teams in analyzing data and drafting reports.
  • Assist in identifying and hiring consultants for short-term evaluation assignments.

Qualifications:

  • Minimum of five (5) years of professional experience
  • Demonstrated expertise in M&E of donor-funded programs or in research on development related topics required.
  • Experience working with USAID-funded projects preferred.
  • Experience in developing quantitative and qualitative instruments for data collection.
  • Experience overseeing collection of data in Uganda required.
  • Experience in data analysis and reporting.
