Consultant for Country Programme Review: Output 2 and output 3
Cycle Tenth (2012 to 2016)
Background:-
The United Nations Population Fund (UNFPA) is the international development agency that promotes the rights of every woman, young people and men of a quality life of health and equal opportunity. UNFPA supports countries in using population data for policies and programmes to reduce disparities and ensure every pregnancy is wanted; every birth is safe, every young person’s potential is fulfilled.
UNFPA plays a key role within the United Nations system to address population and development issues with an emphasis on reproductive health, within the context of the International Conference on Population and Development (ICPD) programme of Action and the Millennium Development Goal (MDG) particularly MDG 5. Thus the evaluation shall contribute effectively to accelerating progress in achieving ICPD Programme of Action and the MDG.
UNFPA‘s cooperation in Thailand commenced in 1971 shortly after the launch of the first national Family Planning Programme. UNFPA-Thailand cooperation has evolved to meet changing needs in maternal and child health; improving access to reproductive health services including HIV/AIDS prevention; strategic information for policy plan; long- term population planning and development; promote Thailand’s knowledge and good practices through South-South Cooperation; and assist Thailand on the emerging population issues such as young people and mobile population.
The Country Programme Ninth Evaluation conducted in 2011 with key recommendations for UNFPA-Thailand to change its approach from project to programme based. Focusing on evidence based policy development and review rather than direct implementations. Areas advised to emphasize are strategic information for policy development, Youth Sexual Reproductive Health and Rights, Knowledge management and South-South Cooperation, and Demographic Change and its impacts. In this connection, management response was planned to consider all key recommendations in the CPD 10 especially adoption of programme-based approach.
UNFPA’s Executive Board approved the tenth Country programme (CP10) for Thailand in September 2012 with the indicative assistance of USD 11.5 million. The current CP10 covers a period of five years from 2012 to 2016 and it was developed as an integral part of the UN Partnership Framework (UNPAF). The overall goal is to bring about changes in the areas of population and development and reproductive health by: a) addressing a population gaps; b) using sound evidence-based practices for planning and policy development; c) translating policies into actions; d) facilitating sustainable development; and e) promoting collaboration among line ministries and relevant agencies.
The followings three main components are planned and implemented in the current Country Programme Document (CPD):
· Reproductive health and rights component: This component contributes to two outputs:
· Output 1: strengthened policies and programmes to promote right-based reproductive health especially among displace persons and international migrants.
· Output 2: Enhanced policies and mechanisms to increase the utilization of sexual and reproductive health and HIV services by young people and the most vulnerable population.
Under this component, it is also included the promotion of international cooperation in the region on knowledge management and the transfer of knowledge and technical expertise to strengthen sexual and productive health services.
· Population and Development component: This component contributes to the following output:
· *Output 3:*Enhanced capacities of line ministries to collect und utilize data and strategic-information for policies and programme to address emerging population issues at national and subnational levels.
· Gender equality component:
· Output 4: Strengthened health-sector response to gender-based violence within the multi-sectoral framework.
Currently Thailand country office is in the period of new CPD development which requires tangible inputs from the CPD 10. During 2013-2014, two evaluation were conducted to determine results of output 1-Access to Maternal Health services and information among displaced persons in the refugee camps as well as the output 4.
There is need to conduct desk reviews for two key strategies under output 2: 1) Platform for positive sexuality of young people in Thailand, and 2) Trilateral Cooperation and Partnership under South-South Cooperation; and a key strategy under output 3: Policy response to rapid demographic change.
Purpose of Assignment:
Desk review by collecting data on ASRH Platform, South-South Cooperation, and Policy Response to rapid
demographic change. Based on collected data, analyse the followings:
- Key findings
- Effectiveness of these three key interventions
- Relevancy of these interventions to the current Thailand context
- Recommendations for further improvements
Scope of Work:
- Desk review and extract relevant evidences from UNFPA Thailand
- Key Informant interviews for additional information, if needed.
- Assess and analyse the followings:
3.1 Platform for positive sexuality of young people in Thailand:
3.1.1 How the concept of this platform is valid to situation of sexuality of young people in Thailand? (relevancy)
3.1.2 Effectiveness of the platform to improve situation of sexuality of young people in Thailand? (effectiveness)
3.1.3 How this platform was formulated and developed in partnership with government and CSOs working on sexuality of young people? (partnership)
3.1.4 Roles and responsibility of each partner in the management of platform (partnership and ownership)
3.2 Trilateral Cooperation and Partnership under South-South Cooperation:
3.2.1 How this trilateral cooperation and partnership is valid with Thailand International Cooperation Policy, UNFPA South-South Cooperation Policy, and the receiving partner-countries? (relevancy)
3.2.2 Effectiveness of the Trilateral Cooperation & Partnership to the Thailand and the receiving countries? (effectiveness)
3.2.3 How was the concept developed and adopted by all partners? (partnership)
3.2.4 Roles and responsibility of each partner to manage the trilateral cooperation programme?
3.3 Policy Response to rapid demographic change in Thailand:
3.3.1 How this policy response to rapid demographic change in Thailand is valid to Thailand situation? (relevancy)
3.3.2 How the concept is well adopted by all partners? (ownership)
3.3.3 Effectiveness of the interventions? (effectiveness)
3.3.4 Roles and responsibilities of each partner to move things forward.
3.4 How UNFPA facilitate and manage these three key interventions/strategies? Is it appropriate? (efficiency)
Review Criteria:
Review should comprise of these components:
· Relevance: The degree to which UNFPA country programme including capacity of the country programme responded to the country needs and challenges.
· Effectiveness:The degree to which planned interventions reached to output 2 and output 3 .
· Efficiency:The degree to which efforts to deliver results ,including ability to provide technical support , perform key roles, and work with Implementing Partners and key stakeholders were implemented efficiently with available human and financial resources.
· Sustainability: The degree to whichresults and achievements including adoptions of policies, plans, or issues initiated or supported by UNFPA programme are sustainable.
Deliverables:
- Design and workplan to specify details of the methodology and process, key activities, and timeframe for data collection, data analysis and reporting
- First draft report in English
- Final report in English
Length of Assignment & Payment method:
The consultancy period will be for three (3) months from July to September 2015 including:

Qualification:
· Advanced degree in social sciences, public health and related fields
· At least 10 years of experience in programme review especially in the development areas
· Proven records of programme review(s) or similar assignments with UN, international development organization
· Knowledge on research, review, study , and evaluation
