How can you make a difference?

Under the supervision the Chief of Education the consultant will be working with District Education Offices and the settlement level EiEWG, support the district to facilitate the process of developing the district level ERP for each of the focus district, guided by the priorities and expected funding level detailed in national ERP. The consultancy is also expected to make inputs to the District Implementation Plan.

Background

Since violence broke out in South Sudan in December 2013, there has been widespread displacement of the South Sudanese population resulting in a mass influx into Uganda. As of December 29, 2017, there are 1,053,276 South Sudanese refugees hosted in Uganda, out of which 61% are children under 18 years old. The refugees are reliant on the humanitarian assistance for survival. In the area of Education, at least 15 partners are operating in West Nile, to provide continuous educational access to refugee children. However, as the response is stretched by limited funding and the arrival of new refugees continues to remain high, effective coordination among humanitarian agencies and strategic planning aligned with the Refugee and Host Population Empowerment (ReHoPE) Strategy through the leadership of district is critical to ensure educational access to all refugee children.

The Government of Uganda’s Comprehensive Refugee Response Framework (CRRF) is a strategic framework to drive a pragmatic programming design for self-reliance and resilience of refugee and host communities in Uganda. In addition, the Education and Sports Sector Strategic Plan 2017-2020 highlights the need to develop and implement response programs for provision of quality education to refugees and the host communities.

In order to respond to the critical refugee situation on the basis of the above mentioned policies, the Ministry of Education and Sports (MoES) and stakeholders have initiated the development of the Uganda Education Response Plan for Refugee and Host Community (ERP). This national 3-year implementation plan sets out a realistic and implementable target to ensure improved learning outcomes for increasing numbers of refugee and host-community children and adolescents across Uganda and aims to align the priorities of the education emergency response among all partners. The plan highlights the need to strengthen leadership and coordination of education response, particularly by supporting the district/settlement level planning in the refugee hosting districts for better service delivery.

In order to develop relevant district level implementation plans in line with the ERP, it is essential to gather the latest available data in the settlements and host community. Some gaps in settlement data exist, such as school attendance data, which are important in the development of the plans. There is a lack of linkage between the district data and the settlement data, which results in refugee data and planning not embedded in the District Development Plans, which is crucial for sustainability and creating a nexus between the humanitarian and development support. The plans also needs to cater for new caseloads who are likely to arrive in the coming months. Therefore, there is a need for a strategic shift from an individual project-based approach to comprehensive effective planning with a vision, coupled with strengthened coordination mechanisms in order to direct efforts of Government and partners towards a harmonised approach. The use of authentic data to create the district level plan, helps to ensure the maximum numbers of refugee and targeted host community children to have access to the various education services (ECD, primary, skills training and secondary) and smooth transition from one level to the other.

Key Tasks:

  • Orient the District Education Officers and EiE stakeholders on the national level ERP and build consensus to develop a district level ERP which by collecting specific needs and situation in each district. Provide guidance and support to the data analysis consultant on obtaining necessary data for needs assessment and assist the analysis to understand the gaps and priorities for each settlement.
  • Provide training on the INEE minimum standards to education partners in districts which other partners has not conducted recently. Apply (and if necessary, contextualize) standards in the national level ERP, national government education standards and the INEE minimum standards to define requirements (teachers recruitment and deployment, facilities and learning materials)
  • Support District education offices to consult with partners and agree on gradual, realistic targets to be reached over the three year planning period (from July 2018 to June 2021)
  • Enhance the linkage between education sector with other sector working groups (e.g. Child Protection, WASH, Health and Nutrition) to build synergy in planning interventions
  • Participate in EiEWG meetings and inter-agency meetings as necessary and support sharing of planning information among partners
  • Strengthen the leadership and management capacity of the staff of the District Education Office including the Focal Person in charge of education in the settlements
  • Key deliverables:

  • An inception report on the methodology, consultation approaches, key stakeholders expected to engage with and proposed work plan with key milestones
  • Proposed ToR for coordination mechanism between the district and the settlement drafted, shared with education sector working group for approval
  • Draft Settlement Level Education Response Plan for each district (disseminated at district and regional stakeholders for inputs and feedback)
  • Final settlement level 3 years work plan with feedback incorporated
  • Consolidated report on the inputs to be made to the district development plan for each focus district
  • A process report for the consultancy submitted

  • Advanced University degree in educational planning, education development, social science, information technology, international studies, public administration, economics; or equivalent combination of education and experience in a related area.
  • Demonstrated practical experience in work planning and coordination with various partners, including government institutions
  • Comprehensive knowledge of Education in Emergencies, experience training on INEE minimum standards and the capacity to provide training on the standards
  • Experience in working with refugee response in the area of education
  • Understanding of Ugandan education system and its challenges
  • In-depth knowledge of Uganda’s context in the refugee response, particularly in the South Sudanese refugee response
  • Excellent facilitation, research, drafting, presentation, and communication skills
  • Willing to undertake field visits and interact with different stakeholders
