COUNTRY PROGRAM DESCRIPTION
Since 1978, the American Refugee Committee (ARC) has provided life-saving primary health services for refugees, internally displaced persons (IDPs), and host communities in emergency and post-conflict settings around the world. Since 1995, ARC has expanded its portfolio to include countries transitioning to longer-term development. From program inception, ARC strives to build host country capacity to provide a broad range of comprehensive health care services by supporting Ministries of Health, service providers, and local communities. ARC implements innovative and inclusive solutions to ensure that all beneficiaries have ready and equal access to health care.
ARC has been working in Thailand for over 30 years with camp based refugees from Myanmar and mobile migrants population since 2004, with current projects mostly focus to malaria interventions along Thailand Myanmar borders. In the health sector, ARC provides an essential package of primary, reproductive, maternal, and child healthcare services in several refugee camps along the border with Myanmar, providing supplies, training, and supervision of refugee staff, along with community-based education.
PRIMARY PURPOSE OF THE POSITION
The ARC is awarded as a Sub Recipient of the Global Fund RAI2E regional component to host the regional malaria Civil Society Organization (CSO) platform, GMS for 2018-2020. The Regional Malaria CSO Platform is a network of civil society organizations from the Global Fund RAI implementing countries: Myanmar, Thailand, Cambodia, Lao PDR and Vietnam. The platform was established in 2014 and serves as the CSO constituency engagement mechanism for the Regional Artemisinin I initiative (RAI) Regional Steering Committee (RSC). The Regional Malaria CSO Platform aims to provide common space to all the CSOs from the GMS that are working on malaria or working with key-affected communities in the region through other development programs, including to the Mobile Migrant, Ethnic and Vulnerable (MMEV) populations forest/plantation workers, etc. It is a platform for sharing good practices, capacity strengthening and coordinated actions for advocacy and policy change to address malaria issues among vulnerable groups.
Under the overall guidance of ARC Regional Director and direct supervision from Senior Program Coordinator, the Project Manager will be in charge of coordinating the day-to-day management and operations of the project ensuring high quality, efficient and effective project delivery. The position will lead the project management unit and shall be responsible for delivery of all substantive, managerial and financial reports and on behalf of the project.
Areas of oversight include directly managing staff, coordination of procurement and supply chain, the effective delivery of services, adherence to ARC and donor standards, and liaising with local government officials and other partners/stakeholders.
PRIMARY DUTIES AND RESPONSIBILITIES
PROJECT MANAGER - 60%
1.Ensuring the implementation of project strategies focusing on achieving results
· Oversee the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan
· Ensure that project planning, design, management, monitoring, evaluation plans adhere to ARC standards and practices
· Facilitate RSC CSO representation’s gathering information and evidence for their advocacy effort at RSC and regional level
· Coordinate with RAI RSC secretariat, PR UNOPS, CSO platform networks, Global Fund, Global Fund Advocates Network and AP CRG platform for advocacy
2.Ensuring effective implementation and monitoring of the project and tracking use of financial resources
· Manage the development of annual work plans and budgets, in collaboration with the UNOPS, Malaria CSO platform and ARC project management team
· Ensure the efficient use of resources and report it in a timely, transparent and accountable manner.
· Prepare project progress reports (quarterly and annual/financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets and inputs provided by the project
· Submit project progress reports to UNOPS in a timely manner
· Create a standard operating procedure, including monitoring and evaluation mechanism and quality standards of performance, as appropriate, to evaluate the achievement of project activities
· Together with the implementing partners and other stakeholders, constantly identify challenges and provide recommendation to mitigate project risks and ensure smooth project implementation
3.Communication, collaboration and advocacy
· Create a project-management team including ARC representatives, RSC CSO representatives and malaria CSO platform steering committee as an advisory body for platform activities and maintain regular coordination for project activities
· Lead the process to revise existing CSO platform steering committee, platform country focal person identification and election process of the alternative RSC CSO representatives
· Increase network of CSO platform at national and regional level
· Engage and represent CSO platform at national, regional and global level malaria related discussion
· Advocate on behalf of vulnerable community and RAI2E implementing CSOs to highlight their success, issues and challenges at national, regional and global level.
· Ensure regular and open/transparent communication between RSC CSO representatives, CSO platform steering committee, project management team and CSO platform networks,
· Convene and facilitate regular Regional and National CSO consultations and meetings to discuss program and financial issues, disseminate minutes and follow up on action points
· Promote harmonization of approaches and methodologies across all consortium partners by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning
4.Knowledge building and management
· Ensure regular documentation of innovations, good practices, lessons learned and an effective knowledge building
· Facilitate regular knowledge sharing/transferring and dissemination of knowledge products
· Compile success stories that have resulted in lasting, large-scale transformational change, if applicable
· Organize regular field visit to the RAI2E implementing sites in collaboration with the RSC CSO representatives and CSO platform country focal person
STRATEGIC PARTNERSHIP AND SUPPORT - 15%
· Create and coordinate partnership with government institutions, private sector, communities, development partners, CSO country partners in consultation with RAI RSC and UNOPS
· Maintain good working relationship and close collaboration with relevant public and development partners, communities and other principal counterparts for the project.
· Contribute to maintaining ARC presence and a high standard of representation in meetings with other INGOs, donors, Government agencies, and other interagency groups.
· Play a role in developing collaborative relationships with other organizations.
PROJECT DEVELOPMENT - 15%
· Support the SEA Region on the development of new projects and program expansion.
· Contribute to production of communication opportunities and tools to increase visibility of ARC and partners among donors, government counterparts, partner organizations, ARC-HQ and other audiences as appropriate
· Assist in writing reports, proposals, and other documents as needed
MISCELLANEOUS - 10%
· Maintain an inventory of project supplies; monitor use of medicine and supplies.
· Adhere to established safety/security policies and procedures.
· Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.
· Other tasks as assigned by the ARC Senior Management Team.
TECHNICAL SKILLS AND KNOWLEDGE REQUIRED
At least a Bachelors’ degree in public health or a compatible field is required. Masters’ degree in public health is preferred
3+ years of project management and coordination is required including budgeting and financial management. Global Fund malaria or other project experience at country or regional level is preferred
At least 3 years of progressive field experience in public health program design and implementation, with a focus on project coordination, preferably with an international NGO.

Prior experience with malaria (or infectious disease) programs is highly preferred
Better understanding of the community health issues in the GMS
Proven skill and ability to advocate community issues at national, regional and and global level

Proven skills in documentation and development of project progress and completion reports
Proficient in English language
Effective in building strategic partnership and maintaining network of contacts
Demonstrated technical knowledge of malaria and public health interventions against infectious diseases

WORKING ENVIRONMENT
The position will be based in Bangkok, Thailand with frequent and regular travel to the other GMS partner countries – Myanmar, Vietnam, Lao and Cambodia.
