Title : Shelter and Infrastructure Assistant

Background

DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees. DRC is currently implementing a multi donor Shelter response to address live saving humanitarian Shelter needs amongst the refugees as well as supporting local communities as part for the ReHoPE strategy.

Duty Station:

This position is based in Rhino camp and will be providing support to the implementation of DRC Shelter (DANIDA) Program. The job will require frequent travel within the project Area including constant support to neighboring camps.

General Objectives:

The primary function is to assist in the supervision of the construction of PSN Houses and Latrines. He /she will be assisting in general supervision of construction works, unburnt bricks production and other construction materials. He/she will be responsible for the technical specifications of all works and make sure they are in conformity with DRC’s approved designs, drawings and specifications respectively.

General Duties:

  • Assist the Shelter Officer with planning, designing and supervision of construction works, and ensure that works are carried out in accordance with set standards specified in the drawings, designs and technical specifications.
  • Assist the Shelter Officer in the implementation of the construction of the PSN houses and latrines and ensure that all materials/ elements are delivered on schedule and are in the right quality.
  • Ensure that effective supervision of the construction is done and workmanship is in line with acceptable standards.
  • Maintain accurate records and proper documentations of the site progress and make sure that those records are available at all time.
  • Ensure that executed work is recorded and payments are prepared in cooperation with the Livelihood Program.
  • Ensure timely submission of required support documents for Finance to effect payments of service providers and Labour.
  • Update and keep records of executed works and the payments hereof.

Coordination and representation:

  • Coordinate with Shelter counterparts in Rhino camp in the implementation of common funded projects.

  • Ensure good representation and reputation of Shelter Sector at all levels.

  • Actively participate in internal and external coordination meetings.

Project development:

  • Together with the Shelter Officer, initiate development of project concepts and proposal documents in respect to Shelter.

  • Develop the project’s M&E tools for monitoring Shelter Projects.

Project implementation and reporting:

  • Ensure water quality control in accordance to Sphere, UNHCR and the Uganda National standards.

  • Prepare Shelter daily, weekly, monthly, quarterly, annual reports and timely submission to relevant authorities.

  • Execute other duties as signed by the supervisor,

Staff management:

  • Uphold DRC’s code of conduct and principles of accountability.

  • Develop and agree on own performance objectives, targets and ensure appraisals are conducted on the set targets as required.

  • Conduct daily field visits to support other field staff on implementation of Shelter Activities.

Logistics /Finance:

  • Support the Shelter Officer to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups on a daily/weekly/ annual basis especially on water quality monitoring.

  • Initiate procurements and make follow up with the line supervisor to ensure their execution.

  • Contribute to grants management of Shelter project through management of day to day project expenditures.

Reporting Arrangements

The Shelter Assistant reports to Shelter Officer – Rhino Camp.

Personal Specifications

  • A minimum of a National Diploma in Civil Engineering or Construction with at least 3 years’ experience and one of which must have been with an international NGOs.
  • Ability to interpret designs, drawings and technical specifications Is a real asset
  • Knowledge to plan and prioritize tasks, and ability to work creatively and independently is highly required.
  • Ability to work with culturally diverse group of people.
  • Computer literacy is a must and additional Knowledge in Auto-card /Archicad packages is an asset.
  • Capability and Knowledge to ride motorcycle in very much required for effective mobility and monitoring of activities.
