Context:

In the globalized economy, migrants make up important parts of the labour force in international supply chains. While the migration experience often leads to positive outcomes for workers and their families, many prospective migrants are subjected to unethical recruitment practices that may include excessive fees, low wages, unreasonable physical demands or excessive time spent in remote locations. Migrant workers are therefore vulnerable to abusive and exploitative recruitment and employment practices which places them among the estimated 11.7 million people in the Asia-Pacific subjected to various forms of forced labour. IOM works with governments and private sector stakeholders -- including multinational enterprises, their suppliers and labour recruiters – to help protect international and internal migrant workers throughout the labour migration process. This includes the Corporate Responsibility in Eliminating Slavery and Trafficking in Asia (CREST) initiative, which identifies businesses as a critical partner in the fight against modern slavery and forced labour, with the private sector offering unique skills, knowledge and market leverage. Under this mandate, IOM Thailand is seeking a Programme Officer to work on its growing labour migration portfolio of projects funded by governments, corporate foundations and businesses.

Under the overall supervision of the Chief of Mission in Bangkok and the direct supervision of the Head of Labour Migration and Human Development Unit in Bangkok, the successful candidate will support and assist with the implementation and management IOM Thailand-led regional and national projects in partnership with the private sector that seek to enable private sector and regional actors to better protect the human and labour rights of migrant workers within supply chains across Asia. Particularly, she/he will carry out the following duties:

Core Functions / Responsibilities:

  1. Support the implementation and management of IOM Thailand-led regional and national labour migration projects, including those in partnership with the private sector in the framework of IOM’s CREST.

  2. Supervise and train project relevant IOM staff.

  3. Contribute to the development of resource mobilization for new projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting of project proposals.

  4. Brief Head of Unit on a regular basis; inform on programme matters and on current affairs that may have an impact on the work of IOM and propose course of action.

  5. Assist in developing and maintaining strong and regular liaison with the IOM partners, such as private sector entities, governmental authorities, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and fund raising for new initiatives.

  6. Monitor and follow up on the timely and quality preparation and submission of project reports according to IOM and donor formats as required and other relevant information materials according to the specific project needs.

  7. In coordination with Resource Management Unit, support the financial management and accountability of projects in coordination with the Resource Management Unit for a timely and accurate donor reporting by maintaining and updating expenditure and other project relevant records.

  8. In cooperation with Monitoring and Evaluation Officer, contribute to the development of appropriate monitoring tools to ensure effective design and implementation of projects and activities, including regular travel to field locations as required.

  9. Undertake duty travel relating to project/programme assessment, liaison with counterparts, information sharing, technical guidance, and new project/programme development, as required.

  10. Contribute to the collection, study, and sharing of relevant information/data on ethical recruitment and the role of businesses in tackling labour exploitation of migrant workers, for dissemination to colleagues and relevant stakeholders.

  11. Support the development and implementation of a project communication strategy, including preparation and distribution of specific communication materials and monitoring compliance of project partners with the project visibility guidelines.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Management, Sociology or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in developing and implementing programmes related to labour migration, international labour recruitment, and corporate sustainability and compliance, including in partnership with the private sector;

• Knowledge and understanding of labour migration issues and key players in South-East and South Asia, in particular in the fields of ethical recruitment, migrant worker protection, and other aspects of labour migration policies and practices;

• Strong knowledge of and commitment to gender equality and human rights;

• Demonstrated experience in project development, implementation, analysis and evaluation, including budget planning and monitoring;

• Experience in liaising with the private sector, governmental and diplomatic authorities and international organizations and any other concerned agencies and working groups;

• Previous working experience in the region is an advantage;

• Strong quantitative and qualitative research skills, proven experience in sociological field research an advantage.

Languages

Fluency in English is required. Working knowledge of Thai, Khmer, Lao and Burmese is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
