Senior Officer- Online Child Sexual Exploitation
Introduction
ECPAT International is a global network of organisations working together for the elimination of all forms of sexual exploitation of children. It seeks to encourage the world community to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of sexual exploitation.
The ECPAT network currently has 102 member organizations in 93 countries in Africa, Americas, Europe, Asia and the Pacific. All of these members are independent organisations or coalitions working against the sexual exploitation of children. The ECPAT Secretariat coordinates the global work of ECPAT International and is based in Bangkok, Thailand. The Secretariat designs programmes and strategies to facilitate a range of network initiatives to make the greatest impact on combating Sexual Exploitation of Children (SEC).
Background
A key thematic programme of the ECPAT Secretariat is Online Child Sexual Exploitation (OCSE).
The OCSE programme focuses on:
I. Implementing more effectively priority measures to address OCSE by key countries, with focus on key capabilities among those outlined in the WePROTECT Global Alliance Model National Response;
II. Strengthening national, regional and global level actions to address the technological dimensions of OCSE, supported by knowledge, evidence and advocacy – including the detection of child sexual abuse images, hosting and distribution of illegal content, means to deter access to images, and the ‘Internet of things’;
III. Strengthening knowledge, evidence and advocacy regarding the context and facilitating factors in OCSE and the interaction between technology and offenders and child victims;
IV. Effective contributions to high-level initiatives, international frameworks and global alliances in the fight against OCSE;
V. Increase the technical capacity of ECPAT Network members and key partners to contribute effectively against OCSE.
Implementation strategies to achieve the objectives include research, advocacy, partnerships development, and capacity building.
Purpose of the consultancy
ECPAT is currently seeking for a short-term Consultant who under the guidance of the Head of Programme OCSE, will support the overall implementation of the OCSE programmed and its projects.
The expected duration of the consultancy is three months.
The consultant will be based at ECPAT Secretariat in Bangkok, Thailand.
Specific tasks and responsibilities
A. Programme implementation and planning
Provide support to the overall management of the programme through effective coordination and implementation of work plans
Implement on-going projects and planned activities as per the existing work plans;
Support development of new annual work plan (July 2018- June 2019)
Monitor activities and compliance with work plans and donor commitments, timely implementation, and realization of outcomes;
Develop donor and organisational reports when due;
Present programme and developments on OCSE during ECPAT consultations and meetings for awareness raising and capacity building of network members and civil society.
B. Networking, Partnership and Advocacy
Interact and coordinate with IT-industry and regulatory bodies, other private sector partners, governments, intergovernmental bodies, international organizations, law enforcement agencies, and (I)NGOs, to enhance collaboration and advocate for commitment to ECPAT’s programme goals.
Liaise with partners such as the Internet Watch Foundation, INHOPE, Facebook;
Present ECPAT’s advocacy messages with key stakeholders and decision makers such as ASEAN and SAIEVAC, the African Union, the SRSG on VAC, the Special Rapporteur on the sale and sexual exploitation of children, UNICEF;
Represent ECPAT at relevant events and platforms in relation to the programme such as the global and regional Internet Governance Forums, the Virtual Global Taskforce meetings, the annual INTERPOL meeting of Specialist in Crimes against Children.
Qualifications
Advanced university degree in social science, international development, law, or related area;
Minimum of five years progressively responsible and relevant professional experience working in the fields of programme development and programme management at the international level;
Relevant experience in the field of international development, human rights, and non-governmental organisations;
Demonstrated knowledge of the Information Technology and child online protection issues;
Knowledge of child rights is a plus;
Excellent English language skills; knowledge of French and/or Spanish is a plus.
