JOB SUMMARY
The Program Director (PD) reports directly to Country Director (CD) and technically to the Director, MEA Programs where applicable. The incumbent is responsible for leading program planning, design and development, fundraising, partnerships, representation and program implementation. He/she is also responsible for overseeing the effective financial management, reporting, budget monitoring and donor compliance. The PD leads and directly manages a team of Program Managers to ensure quality program implementation
RESPONSIBILITIES:
Program Strategic Planning and Development (25%)
· Is responsible for the overall management of a complex, multi-donor, multi-sector program.
· Oversees all programming in the country across all strategic outcome areas; ensuring alignment with the Country Strategic Plan, RTP’s global theories of change and program manual, and the priorities of the country government
· Provides leadership, in support of the Country Director, on developing and implementing the Country Strategic Plan and any updates.
· Ensures that the program team fully understands RTP’s programs goals and objectives as outlined in the Country Strategic Plan.
· Provides leadership, in support of the Country Director, on developing annual operational plans to guide the implementation of the Country Strategic Plan.
· Provides strategic guidance and quality assurance on all proposals and new program development.
Program Quality, and Reporting (25%)
· Works closely with the Monitoring, Evaluation and Learning Team to maintain the internal monitoring, evaluation and learning system of RTP.
· Is accountable for adherence to RTP program standards in program design and implementation
· Provides oversight on proper accountabilities for program funds and quality narrative reports in line with donor requirements.
· Leads country level conversations around program quality, program accountability, partnerships, gender, and child protection.
· Together with the program team, regularly reviews program implementation against program plans and identifies strategies to address potential bottlenecks and implementation issues.
· Ensures the highest technical quality of RTP programs, in line with RTP’s program manual, and identifies opportunities for innovation and integration of global best practices.
Partnership, Fundraising, Representation and Collaboration (15%)
· Develops and maintains highly collaborative relationships with other Right To Play units, including National Offices and HQ, other Country Offices and the Regional Office as relates to programmatic issues.
· Together with the Country Director, provides leadership on collaboration and networking with other civil society organizations and government and other relevant institutions to enhance RTP visibility and program activities
· Represents RTP in various platforms and maintains positive relationships with governments and other relevant stakeholders regarding RTP activities
· Provides leadership on the identification and development of new partnerships with international and local NGOs, Community Based Organizations (CBOs) and the communities.
· Is accountable for the effective management of existing program partnerships in line with RTP partnership policies.
· Ensures ownership of the program by local partners and stakeholders.
· Under the guidance of the Country Director, provides leadership on partnership meetings with donors
Policy and Advocacy (10%)
· Ensures engagement of networks and coalitions on Child Rights and Education Campaign Coalitions on the RTP Child Safeguarding Policy and Child Centred Play methodology for incorporation in their approach.
· Oversees RTP participation in technical committees and sector working groups with the view to influence the adoption of the RTP Child Centred Play Based Methodology.
· Oversees RTP presentations at consultative workshops and RTP implementing partners’ meetings to discuss the RTP Child Safeguarding, Gender Policies and Environment Policies.
· Oversees the inclusion of relevant provisions in Contracts and MoUs on RTP Child Safeguarding and Gender Policies
Program Financial Management (10%)
· Is accountable for, in support of the Country Director, the financial performance and compliance of the country office’s program budget.
· Oversees, together with the Finance team, the budget planning processes to ensure that program funds are expended according to procedures and plans.
· Ensures that programs operate within the approved budget and coordinates with the relevant office/Fundraising Centre to seek necessary clarifications and pre-approvals of any major budgetary revisions.
· Coordinates with finance team to provide financial training for non-financial staff.
Team Management, Compliance and Capacity Building (10%)
· Acts as a key member of the Senior Management Team of the Country Office.
· Communicates the Country Strategic Plan vision to the program team, leads and directs them toward achieving the program goals and objectives.
· Ensures the technical quality and relevance of programmatic advice from Country Office specialists (including the Training Officer, Gender Specialist, Education Specialist, where these positions exist).
· Ensures that the program team have a clear understanding of their roles, responsibilities and accountabilities; supported by clear job descriptions to ensure quality performance.
· Conducts program staffing needs assessment, presents recommendations to the CD and leads in the recruitment of the program team.
· Facilitates the capacity building of program team to ensure they have the appropriate skill levels for their positions and are developing to their full capacity; provides the necessary feedback to the program team and completes their performance appraisals.
· Provides direct support to the program team in the form of systems and tools.
· Develops and strengthens the program team’s understanding of project cycle management.
Performs other duties as assigned (5%)
MINIMUM QUALIFICATIONS (Must have)
EDUCATION/TRAINING/CERTIFICATION
Master’s degree in social sciences, development studies or other related disciplines.
EXPERIENCE
8 years’ experience managing international development programs and liaising with government officials and donors. Proven experience in project planning, proposal development, report writing, resource mobilization, networking, partnership-building and working with NGOs.

LANGUAGES
Fluency in spoken and written English. Thai would be a strong advantage.
