UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to provide technical support on implementation and documentation of landscape analysis of complementary feeding and maternal nutrition in 6 ASEAN countries (Cambodia, Indonesia, Laos PDR, Philippines, Myanmar, Vietnam).
Purpose of the Assignment:
To support country-based consultants in the review of the key stakeholders, policies and programmes relating to complementary feeding and maternal nutrition in each of the core countries in ASEAN (Cambodia, Indonesia, Laos PDR, Philippines, Myanmar, Vietnam) and produce an ASEAN-level synthesis of major regional gaps and barriers in addition to recommendations for interventions would be most appropriate to address those gaps and barriers.
Work Assignment:
Under the supervision of Regional Adviser Nutrition, the consultant will perform the following tasks:
a) Support the country-specific consultants in implementing the landscape analysis with targeted support for:
b) With UNICEF and key partners, review the findings from the landscape analysis in all 6 core countries and prioritize key barriers and gaps in complementary feeding and maternal nutrition. Based on feedback from discussions, finalize the influence framework for the region level to map the prioritized gaps and barriers by their level of influence with key recommendations for both complementary feeding and maternal nutrition.
c) Research and consolidate relevant documents on what works to improve the coverage and quality of complementary feeding/maternal nutrition interventions in ASEAN countries with acknowledgement of key knowledge gaps.
d) Developing regional briefs and PowerPoint presentations, summarizing the policy and programme landscape for complementary feeding and maternal nutrition in ASEAN and recommendations on “what works” to improve complementary feeding and maternal nutrition in the region. The regional level documents should draw from the country level landscape analyses, literature review and other relevant information.
Work Schedule and Expected Deliverables:
Deliverables: Support to national consultants in 6 countries with development of key informant interview scripts and questionnaires and finalization of landscape analyses methodology.

Deliverables: Development of 12 country profiles (1 CF and 1 MN for each country) using data provided by the national consultant.

Deliverables: Support to national consultants in 6 countries for analyses of literature review and KII data and completion of stakeholder mapping, policy matrix, programme matrix and influence framework for each country.

Deliverables: Conduct “what works” literature review for both complementary feeding and maternal nutrition with development of 2 briefing papers.

Deliverables: Lead the prioritization of key barriers and gaps in complementary feeding and maternal nutrition and through discussions with stakeholders finalize the influence framework and key recommendations for both complementary feeding and maternal nutrition.

Deliverables: Develop 2 regional briefs (CF and MN) and set of PowerPoint presentations for the regional briefs, country profiles, and what works for complementary feeding and maternal nutrition.
