    Work Assignment:

    PNG:

    The consultant will perform the below tasks with Department of Health and the five training institutions that participated at the 18 – 22 September 2017 midwifery Tutor’s IYCF trainings in Port Moresby under the supervision of UNICEF’s Nutrition Specialist and overall guidance of the Chief of Young Child Survival and Development and UNICEF’s Regional Nutrition Advisor:

  • Desk review of midwifery training content at the five training institutions to determine exact gaps in relation to UNICEF’s global IYCF counselling training package and in line with the National IYCF Policy 2014;
  • Assist NDoH to organize and facilitate a workshop to get the endorsement of gaps with each of the training institutions;
  • In agreement with NDoH and the five training institutions, determine methodologies of resolving content gaps;
  • With the five training institutions, apply the agreed upon methodologies to resolve the identified gaps to integrate the IYCF in the training curriculum;
  • Perform other integral tasks that may arise during the implementation of the above tasks that contribute to institutionalizing IYCF in the country such as participation at the midwifery society annual meeting from 3rd – 10th August in Madang province among others.
  • Mongolia:

    The consultant will perform the below tasks with Ministry of Health and the National Centre for Public Health under the supervision of UNICEF’s Nutrition Officer and overall guidance of the UNICEF’s Regional Nutrition Advisor:

  • Review the status of BFHI implementation, and identify barriers and gaps;
  • Facilitate strategic planning workshop;
  • Develop BFHI accreditation criteria as part of hospital accreditation requirement for licensing and quality assurance related to health facilities;
  • Revision of BFHI guidelines and training materials;
  • BFHI guidelines roll -out.
  • NB Tasks d and e for Mongolia will be confirmed and added later – expected early 2019.

    EAPRO:

    The consultant will perform the below tasks under the supervision of UNICEF’s Regional Nutrition Advisor:

  • Produce regional documentation/tools on institutionalizing the BFHI in hospital accreditation/quality systems. This will draw on experience and tools firstly from the region, especially Vietnam, but also the Philippines and possibly others, but also from other countries outside the region.
  • NB Additional tasks on regional tools and guidance on institutionalizing IYCF may be identified during the period of the consultancy, for example on guidance and tools to integrate monitoring of counseling in routine administrative information systems and the development of standards for IYCF policies and systems strengthening for ASEAN. The exact deliverables will be defined and added later and depend on external stakeholders such as ASEAN member states and the ASEAN Secretariat.

    Task and location:

  • Inception and work plan.
  • In Port Moresby, provinces and partly offshore.
  • Deliverables: Work-plan with initial Inception Report detailing out of the gaps based on desk review of existing curricula.

    Time-frame: Jul.-Aug. 2018 ( 2 months)

    SI#2

    Task and location:

  • Endorsement of gaps with each of the traini ng institutions.
  • In Port Moresby and provinces.
  • Deliverables: Stakeholders consultation report with identified gaps and methodology to resolve them.

    Time-frame: 1st week Sept. 2018 ( 1 week)

    SI#3

    Task and location:

  • Resolve the identified gaps for the five training institutions.
  • In Port Moresby, provinces and partly offshore.
  • Deliverables: Draft final modules with recommended technical and programmatic areas of IYCF for integration into Midwifery training courses.

    Time-frame: 3rdd week of Sept.2018 – End 1st week of Nov. 2018 ( 2 months)

    SI#4

    Task and location:

  • Final reporting.
  • In Port Moresby and partly offshore.
  • Deliverables: Final report acceptable to UNICEF standards in soft copy with a 10minute power point presentation targeting to inform University councils.

    Time-frame: Mid – End Nov.2018 ( 2 weeks)

    Total:(105 working days) in 5 months

    2. Mongolia

    SI# 1

    Task and location: Review the current status of BFHI implementation, and identify barriers and gaps.

    Deliverables: Review report on the current status of BFHI implementation.

    Time-frame: 2 days

    SI#2

    Task and location: Facilitate strategic planning workshop.

    Deliverables: Consensus/agreements by the task force on BFHI implementation approaches.

    Time-frame: 3 days

    SI#3

    Task and location: Develop BFHI accreditation criteria as part of hospital accredition requirement for licensing and quality assurance related to health facilities.

    Deliverables: Revised BFHI accreditation criteria as part of hospital accredition requirement.

    Time-frame: 3 days

    SI#4**

    Task and location: Revision of BFHI guidelines and training materials (2019).

    Deliverables: Revised BFHI guidelines and training materials.

    Time-frame: 15 days

    SI#5**

    Task and location: BFHI guidelines roll -out (2019).

    Deliverables: BFHI ToT at the national level.

    Time-frame: 15 days

    3. EAPRO

    Task and location: Produce regional documentation/tools on institutionalizing the BFHI in hospital accreditation/quality systems.

    Deliverables: Regional BFHI institutionalization document.

    Time-frame: 10 days

    Estimated Duration of Contract: 153 working days over the period of June 2018 – July 2019.

    Official Travel: Travels required during the assignment

    To qualify as an advocate for every child you will have…

  • Advanced University Degree in Human Nutrition or Public Health, ideally with BSc nutrition or medical degree.
  • Minimum 8 years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of IYCF strategies and Nutrition programs. Health systems strengthening experience an asset.
  • Experience in establishing IYCF strategies, developing tools and materials and designing/conducting training.
  • Experience working with academic institutions, including developing curricula and training materials
  • Skills in assessment, analysis, reporting, monitoring and data compilation and development of monitoring tools; experiences in conducting assessments and bottleneck analysis an asset.
  • Proof of establishing IYCF strategies with proof of outputs.
  • Fluent in English and able to work in multi-cultural environment and willing to travel to field for the duration of the assignment.
  • Experience in working at hardship areas.
  • Ability to work independently and to meet deadlines.
  • Ability to write clear and concise reports in English.
  • Demonstrated ability to effectively work and communicate in a multicultural environment.
  • Computer literacy with high ability to use excel spread sheets.
