ROLE PURPOSE: The Director of Program Development and Quality (DPDQ) shares in the overall responsibility for the development and resourcing of the Country Office program. The DPDQ is responsible for overseeing the development of high quality, innovative programs that deliver immediate and lasting change for children and monitoring the quality of the implementation of those programs. The DPDQ develops effective relationships with internal and external stakeholders ensuring optimal development and resourcing of our programmatic interventions. The DPDQ is a member of the Senior Management Team (SMT) and as such responsible to provide overall strategic support to the Country Office in Uganda.

SCOPE OF ROLE:

Reports to: Country Director

Dimensions: Save the Children implements a large program in most parts of Uganda with a current work force of 450 staff and an annual operation of approximately 25-30$ million. Its programming is multi-sectoral, including child protection, education, child poverty/livelihoods, health and nutrition and child rights governance. The organization implements both development and humanitarian programs. A large scale refugee response program is currently implemented in the North Western and Western parts of the country.

Role Dimensions:

The DPDQ oversees PDQ department with 22 staff based in Kampala and in the field locations. She/he works closely with Senior Management Team (SMT) and supports the CD in ensuring strategic leadership of the country office, help manage strategic relationships with stakeholders including donors and government.

Staff directly reporting to this post: The DPDQ has 6 direct reports: Head of Child Protection, Head of Education, Head of Health & Nutrition, Child Poverty Specialist, Program Development and Resourcing Coordinator, Head of Monitoring, Evaluation, Accountability and Learning (MEAL).

QUALIFICATIONS AND EXPERIENCE

· Minimum of 5-7 years management experience in a corporate or an NGO environment, including experience directing and implementing programs for children in both development and emergency contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, child protection, health and nutrition, child poverty/livelihoods and child rights governance.

· Good understanding of humanitarian response and preferably demonstrated work experience with NGO in this context.

· Recognized leadership role in relevant technical areas at both field and country level

· Masters degree in Social Sciences, or related field.

· Solid experience of developing and managing monitoring and learning systems.

· Excellent analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working

· Credibility to lobby, influence and represent Save the Children at all levels

· Resource management, training , capacity building, coaching, and mentoring skills

· Ability and willingness to be flexible in work practices and hours, and work with incoming teams.

· Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches

· Willingness and ability to travel extensively in country

· Fluency in written and spoken English, excellent writing skills
