Senior Monitoring and Evaluation Specialist, USAID Oceans and Fisheries Partnership Performance Evaluation, Asia

USAID Oceans and Fisheries Partnership Evaluation Objective:
This independent evaluation of the Oceans and Fisheries Partnership endeavors to assess the progress toward the original objectives and outcomes stated in the program logic. We will provide support to USAID for Independent Evaluation Services in support of the Oceans and Fisheries Partnership.
Project objectives of the $19.95M Oceans and Fisheries Project are to combat the illegal, unreported, and unregulated (IUU) fishing and seafood fraud, promote sustainable fisheries, and conserve marine biodiversity through:
1) Implementing a financially sustainable catch documentation and traceability (CDT) system;
2) Expanding the use of CDT to areas important for biodiversity in the ASEAN and Coral Triangle regions;
3) Strengthening the capacity of regional organizations to conserve biodiversity and to combat IUU fishing; and
4)Engaging the private sector to ensure sustainability and uptake, while advancing regional fisheries governance.
Position Description:
SI is seeking a Senior Monitoring and Evaluation Specialist to support the qualitative and quantitative research efforts on the evaluation. This position will report to the Senior Team Leader and work with the evaluation team on the project in meeting the research goals on the project. The role is projected to start in the fall of 2018 over the course of nine months. This position is considered a short-term consultancy. There may be local travel required in each country (as needed).

Responsibilities:
- Lead technical design related to the evaluation including methodology design and data collection effort;
- Support the Team Lead and the subject matter experts during their field work;
- Troubleshoot any problems and ensure adherence to the design and integrity of the collection process;
- S/he will contribute to the overall drafting of the evaluation framework and participate in the desk study, interviews, and other data collection; and analyze the data with inputs from team members and USAID/RDMA to draft the evaluation report.
Qualifications:
- Strong organizational skills are required;
- S/he should have significant professional experience implementing similarly complex evaluations involving multiple stakeholders;
- S/he must have strong English speaking and writing skills with technical knowledge and experience in a relevant field (e.g. project management, program/project assessment and/or evaluation, international development or diplomacy, environmental governance, environmental science, social science, or economics)
- S/he must have extensive experience working regionally or with international organizations or on regional programming;
- Knowledge and/or experience working with USAID’s, the U.S. Government’s or other development agencies’ rules, regulations, and procedures are highly desirable;
- Demonstrated expertise in monitoring and evaluation in environment sectors.
