The incumbent will receive direct guidance from the Senior Protection Officer/Head of Field Office and s/he may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.

The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements.

Functional Statement

Accountability (key results that will be achieved)

-In coordination with other colleagues of the respective units, assist in providing assurance that the needs of persons of concern in the country are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.

-IP agreements are regularly monitored and reported on in compliance with established guidelines and procedures, in coordination with colleagues from relevant units.

Responsibility (process and functions undertaken to achieve results)

-Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse programme performance, trends and target interventions.

-Take part in the Multi-Functional Team Monitoring Framework and Risk-based Financial Verification Plan and undertake frequent field visits to the camps to evaluate the implementation and performance of Partners, with focus on non-Protection related projects, through appropriate physical monitoring, review of work plans, progress reports, budget, financial reports and expenditures.

-Support the use of UNHCR corporate tools (e.g. Global Focus, Focus Client) to assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.

-Assist in the up-keeping of the Operational budget of UNHCR Mae Sot (Direct Implementation) and the monitoring of expenditure level by the various Units in the office.

-Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports.

-Assist in ensuring compliance in issuance of audit certificates for Implementing Partners.

-Perform other duties as required including the Supply function:

Manage the storage of Core Relief Items (CRI) according to "best practices" and UNHCR rules and regulations; and maintain an efficient system for its release and distribution.

Prepare plans and coordinate transportation/ delivery/ distribution of CRIs according to operational needs.

Maintain accurate and comprehensive records on logistical activities and provide timely reports and updates both periodically and on request.

Provide guidance on UNHCR procurement policies and procedures to support and assist requesting sections and as necessary, other Field Offices.

Advise Partners and/or contractors on supply related activities and ensure that they understand and adhere to UNHCR rules and procedures.

Draft and dispatch procurement quotation requests and/or tenders, and assist in the evaluation of offers and draft bid-tabulations, prepare proposals for award of contracts to the Committee on Contracts where applicable.

Evaluate purchase requisitions to ensure specifications, delivery dates and all requirements are in order; and identify, assess and select vendors based on their ability for delivering commodities and services. Maintain vendor and item master databases.

Authority (decisions made in executing responsibilities and to achieve results)

-Provide inputs for the country operations plan (including budgets, staffing levels and structures) as well as mid-and final year reports.

-Enforce compliance with UNHCR’s global strategies, protocols and guidelines.

-Represent UNHCR in physical monitoring of projects.

Qualification Requirements

Essential:

-**Thai nationality is preferable**

-Completion of Secondary education and post-secondary training/ certificate in Business Administration, Social Science, International Law or related field

-Minimum 6 years of previous job experience relevant to the function

-Computer skills (in MS office)

-Fluency in English and working knowledge of another relevant UN language or local language

-Knowledge of Burmese and Karen language is an advantage.

Desirable:

-Completion of the UNHCR Learning programmes or specific training relevant to functions of the position such as the Supply Chain Learning Programme (SCLP)

-Other UN procurement and logistics training – such as IAPSO and UNPD.

-Good knowledge of UNHCR financial rules, procedures and processes is an added advantage

-Knowledge and working experience of UNHCR specific programmes (such as PeopleSoft/MSRP Supply Chain applications, Focus, etc.)

-Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities
