TYPE OF APPOINTMENT: Service Contract (SC-8)

REMUNERATION: Starting Baht 952,140 per annum

DURATION: One year initially (Renewable subject to good performance and availability of funds)

DUTY STATION: Bangkok, Thailand

Organizational Location

The post of National Project Professional Personnel (NPPP) for Youth Programme is located at Thai Volunteer Service Foundation (TVS) in Bangkok (2-3 days/week) and UNFPA’s office (2-3 days/week). The National Project Professional Personnel will work under the direct supervision of the National Programme Officer for Young People to ensure effective implementation of the Tenth Programme Cycle.

Job Purpose

The NPPP for Youth Programme will provide programmatic support, technical advice, knowledge management and communications for the implementation of the 3C4Teen Platform for Positive Sexuality of Young People, a project undertaken by Thai Volunteer Service Foundation (TVS) as the Implementing Partner. The NPPP for Youth Programme will supervise the project team and work closely with key stakeholders such as the youth council at national and local levels, government and civil society organizations to ensure the voices of young people are heard and actions are taken.

S/He will deliver quality services to the Country Programme, mastering all relevant rules, guidelines, processes and procedures.

Major Activities/Expected Results

Under the direct supervision of the National Programme Officer for Young People, the incumbent will undertake the following tasks:

· Oversees all project work plan/activities;

· Supervises team consisting of project coordinator, project assistant and communications officer;

· Manages the 3c4teen website and its social media;

· Monitors the progress of small grant projects and provides capacity development including knowledge management;

· Provides support for consolidation and analysis of achievements, experiences and lessons learned in the area of adolescent pregnancy, youth positive sexuality, and youth participation in Thailand and other countries;

· Other official tasks as required.

Work Relations

Internal partners include all staff members in the Country Office to ensure smooth and effective management of the Representative’s office; the Assistant Representative; members of Thailand CO and HQs to resolve policy and procedural issues.

External partners include officials in line ministries, project implementation partners; key stakeholders, private sector, donor, UN agencies, individuals, institutions, professional societies, NGOs, IGOs, consultants, libraries and database for research and programme assistance.

Job Requirements

Education:

At least Bachelor degree in the field of social sciences, public administration, sociology, anthropology, psychology, communications, laws, or related field.

Knowledge and Experience:

· Five year of proven work experience in progressively responsible project planning and implementation, and knowledge management roles for Bachelor degree holders or three years for Masters degree holders in the same disciplines;

· Proven ability to stay abreast of how and where young people and other stakeholders obtain information;

· Ability to communicate the results of evidence-based research and data analysis to outside partners and to the media is preferred;

· Ability to maintain and update website/social media is an advantage;

· Good writing and communication skills is essential;

· Strong interpersonal and team building skills is an asset;

· Planning, organising and multi-tasking competence is a plus;

· Computer literacy - Word, Excel, PowerPoint, etc., is desirable.

Required Skillset:

  • Familiarity with the issue of sexual and reproductive health, particularly of young people;
  • Advocacy skills with Thai government and other partners;
  • Ability to provide evidence-based policy advice to the Thai government and civil society organizations;
  • Ability to coordinate with researchers and institutions studying sexual and reproductive health of young people in Thailand and other countries;
  • Proven ability in developing effective communications strategies that promote sexual and reproductive health of young people;
  • Ability to incorporate communication strategies into the programmes of Thai government and other partners;
  • Planning, organizing, and multi-tasking.

Languages:

Fluency in Thai and good working knowledge of English is required.

Other Desirable Skills:

Initiative, sound judgment, strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
