Uganda: Chief of Party – Uganda Sanitation Program

Position Overview: CAMRIS currently seeks a Chief of Party - Uganda Sanitation Program to provide support to USAID’s 5-year Uganda Sanitation Program (USP), which aims to accelerate sustainable improvement in water and sanitation access and improve hygiene behaviors in select target districts. To accomplish that the Awardee shall conduct activities which contribute to following distinct types of outputs: increase household access to sanitation and water services; expand key hygiene behaviors at home, school, and health facilities; and strengthen district water and sanitation governance. It is expected that USP shall be implemented in up to 25 potential focus districts. USP will begin district-based activities in a phased approach. District implementation shall initially begin work in roughly eight districts then incrementally scale-up based on achievement of milestones. USAID wants us to target districts where sanitation coverage is lower, in the western and northern districts.

Duties

· The Chief of Party will provide overall vision and leadership for the project; be accountable to USAID for all project deliverables; and assume technical and management responsibility for all project personnel.

· He/she will be the primary liaison for the project with USAID, relevant Ugandan Ministries, other donors and institutions, implementing partners, technical agencies and other stakeholders, ensuring alignment and harmonization with other USAID/Uganda and other programming where appropriate, including public/private sector partnerships.

· He/She will serve as the Institutional Liaison and will be responsible for chief administrative oversight for the project.

· He/she will be responsible for developing and monitoring annual plans; achievement of program targets; submission of all program deliverables to USAID; and identification and resolution of issues and risks related to program implementation. He/she will coordinate partner efforts in program implementation. He/she will be ultimately responsible for award management, including compliance with CAMRIS and USAID policies and procedures for prime award management, sound financial monitoring and control and sub award management.

The COP will have the following minimum qualifications:

· A seasoned WASH sector professional thoroughly familiar with the state of the Ugandan WASH sector,

· A minimum of 10 years of professional experience, with progressively increasing responsibilities and duties, in fields related to the successful implementation of projects such as water and sanitation technical expertise, local governance and/or private sector capacity building for improvement of water and sanitation services, and behavior change promotion.

· An advanced graduate degree in a similarly related field of study, e.g. environmental or civil engineering, public health, business administration, governance, etc.

· Proven experience as Chief of Party (COP) or leadership in the administration of similar size international donor support programs with skills in strategic planning, management, supervision and budgeting.

· Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.

· Evidence of strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the Agreement.

· Experience working within Uganda;

· Track record of effective liaison with Ugandan government officials and policy makers.

Knowledge of Ugandan water supply and sanitation issues preferred.
