Thailand: Consultancy: Child-Sensitive Social Protection for the High Level Meeting (HLM3)

The Social Policy Section, UNICEF Thailand Country Office (TCO), is seeking an individual consultant to provide technical support on child-sensitive social protection in preparation for the HLM3 meeting on A Billion Brains: Smarter Children, Healthier Economics, which will be organized during 7-8 November 2016 in Kuala Lumpur Malaysia.

Background:

A process to intensify cooperation at the ministerial level on child rights among countries in Asia and the Pacific was initiated in 2010, with the Government of China hosting the first High Level Meeting (HLM1) on Cooperation for Child Rights in the Asia-Pacific Region within the framework of South-South cooperation. The event, organized in partnership with UNICEF, brought together more than 100 delegates from 28 Asia-Pacific countries, regional and international organizations to discuss and share progress, experience, problems and challenges in the survival, protection and development of children in the region on the topics of (i) achieving the Millennium Development Goals (MDGs) with equity by addressing disparities; (ii) development of a systems-building approach to child protection and child welfare; and (iii) saving and enhancing lives through more effective disaster risk reduction for children. The meeting provided a forum to further enhance and demonstrate political commitments to child rights and exchange experiences among countries in Asia and the Pacific.

The second High Level Meeting (HLM2) was organized in Delhi in 2013, focusing on three different themes, including (i) adolescents: current rights for future opportunities; (ii) fulfilling child rights with early childhood development; and (iii) urban settings as an opportunity for realizing all child rights.

The third High Level Meeting (HLM3) will be organized during 7-8 November 2016 in Kuala Lumpur Malaysia. Countries are expected to select one or more following themes that most in need of programmatic attention to maximize child rights attainment in their countries: (1) preventing violence against children (VAC); (2) universal health coverage (UHC); and (3) social protection for children, women, and families. Three thematic papers with conclusions and recommendations on each theme will be shared with country offices by the HLM3 coordinator by end of November to support the discussion with the Government partners and preparation for the participation in the HLM3.

Given the importance of enhancing regional level cooperation to address children’s rights issues, UNICEF Thailand is committed to provide continued support to ensure effective participation of Thailand’s delegation in the HLM3.

Work Assignment, Deliverables and Work Schedule:

Under the supervision of Chief of Social Policy, the consultant will work closely with the Social Policy team and other program sections of Thailand Country Office in perform the following tasks:

No. 1

Main tasks:

Flash desk review of the current child-sensitive social protection policies in Thailand.

Expected outputs:

  • Draft structure for the flash desk review of the Child-sensitive social protection (SP) schemes in Thai in English. Days required: 3 and Time frame: 1 week of contracting

  • Draft report of the existing SP schemes - in Thai and English. Days required: 5 days and Time frame: 2 weeks of contracting

  • Draft power point presentations in English and Thai. Days required: 1 and Time frame: 2 weeks of contracting

No. 2.

Main tasks:

Prepare, together with the national partners from Ministry of Social Development and Human Security (MSDHS) a one-day consultative meeting on the current status quo of the child-sensitive social protection and directions for the future.

Expected outputs:

  • Draft concept note for the national consultative workshop. Days required: 1 and Time frame: within 3 weeks of contracting.

  • Draft presentations for the national consultative workshop. Days required: 2 and Time frame: within 3 weeks of contracting

  • Co-Facilitate the national consultative workshop. Days required: 1 and Time frame: within 4 weeks of contracting

  • Prepare draft report from the national consultations. Days required: 2 and Time frame: within 4 weeks of contracting

No. 3.

Main tasks:

Prepare final draft of report for HLM in Malaysia.

Expected outputs:

  • Prepare a draft letter for presentation for approval by Department of Children and Youth (DCY). Days required: 3 and Time frame: within 5 weeks of contracting

  • Prepare a draft PPT for presentation. Days required: 2 and Time frame: within 5 weeks of contracting

TOTAL DAYS REQUIRED : 20

Estimated Duration of Contract:

20 working days over the period of September - November 2016

Qualifications or Specialized Knowledge/Experience Required:

· At least University degree in Social Sciences, Social Protection, Legal Studies, Public Policy or related field;

· Experience with policy/legal review of the social protection cash transfer schemes, both contributory and non-contributory, and preferably with a focus on children;

· Experience of working with officials from the Ministry of Social Development and Human Security (MSDHS), Ministry of Public Health (MOPH), National Economic and Social Development Board (NESDB), and related national partners;

· Thai Nationals;

· Proven communication, facilitation, and writing skills; and

· Excellent knowledge of English (oral and in writing) as well as fluency in written and spoken Thai.
