INTRODUCTION
The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.
Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization's vision. To date, there are a total of 24 Member Countries who joined the organization.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
I. Scope of Work
Green Growth Priorities in Uganda
Implementation of 2nd National Development Plan (NDPII). GoU is keen to pursue a green growth strategy to deliver on its next five-year plan, the NDPII (2015-2020). The green growth strategy is expected to be completed by the end of 2015 with the help of the UNDP. After the plan is finalized, a detailed roadmap that aligns relevant national plans will be critical to the efficient and effective implementation of the NDPII.
Jobs. AfDB projections indicate that Uganda's overall economic growth is strong, with real GDP growth at 5.2% in 2013, bringing it closer to Uganda's underlying growth potential of 7%. Recent stakeholder consultations identified job creation as a key component of future growth. This is supported by recent figures from the 2012/13 Uganda National Household Survey, showing that the labor force participation has fallen from 78.7% in 2009/10 to 75.5% in 2012/13, with female participation accounting for most of this drop. The same survey reports an uneven distribution of increasing informalization of the workforce and a diminishing importance of wage employment. Government is undertaking a comprehensive evaluation of its strategy vis-à-vis the employment challenge.
Green City Development and Bankable Projects. GoU has identified green city development as a national development priority in the NDPII with a focus on two modes of development. First, the capital city of Kampala, facing staggering urbanization and inadequate infrastructure, could pose a risk to economic growth in the coming years, particularly in the areas of transportation and water/sanitation. The Kampala Capital City Authority (KCCA), with the support of the Ministry of Water and Environment, will implement its Low Carbon Development and Climate Change Resilient Strategy to address these issues. Second, Uganda is considering how to create secondary cities as economic growth poles. The GoU has identified the development of regional cities as a strategy for managing urbanization and needs support developing an action plan to carry out the strategy.
II. Objectives and Scope
The analytical activities of the scoping phase will assess the extent to which GGGI can and should address Uganda's priorities by conducting detailed needs analysis, developing a program proposal (both with the support of a government-run steering committee), and contributing to the institutional setup of a full GGGI-Uganda program. Specific activities include but are not limited to:
Tools and methodologies will be developed with the GGGI team and local representatives to ensure that all analysis fits national context and green growth assessment approaches.
III. Qualifications
Required Skills and Experience
- Minimum of Master's degree in economics, political science, international relations, Environment, etc. preferably with an emphasis in the Uganda context.
- At least five years of substantive experience in Uganda with national level development planning and stakeholder engagement
- Demonstrated experience preparing analysis for proposals, including the types of analysis specific to the objectives and scope of this position.
- Extensive experience in research and policy-level analysis
- Strong communication, analytical and writing skills
- Knowledge and experience of working with high-level Government of Uganda Officials
Language
Fluency in both spoken and written English is a requirement. Knowledge of a local language in Uganda would be an advantage.
IV. Deliverables
The expected outputs of this project are as follows (however, the Consultant may be required to produce additional output(s) as deemed reasonably necessary by GGGI):
1 Research and drafting support for program proposal
2 Scoping report
All reports must be in English, in accordance with GGGI's formatting requirements, and submitted in hard copy and compact disk formats along with complete sets of raw data, research materials, and interview notes.
