INTRODUCTION

The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.

Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization's vision. To date, there are a total of 24 Member Countries who joined the organization.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

I. Project Description

Background and Context

The Global Green Growth Institute is responding to the Government of Uganda's keen interest in adopting green growth approaches to achieve its development targets as laid out in the Uganda Vision 2040 and their National Development Plan II (2016-2020). The Government, through the Ministry of Finance, Planning and Economic Development (MFPED) is currently working with the Global Green Growth Institute (GGGI) to develop a program of cooperation. This program will be created after a period of scoping study and engagement with key government stakeholders. GGGI will prioritize addressing the government's green growth priorities, which have been laid out in consultations with key stakeholders in the first half of 2015.

Green Growth Priorities in Uganda

Implementation of 2nd National Development Plan (NDPII). GoU is keen to pursue a green growth strategy to deliver on its next five-year plan, the NDPII (2015-2020). The green growth strategy is expected to be completed by the end of 2015 with the help of the UNDP. After the plan is finalized, a detailed roadmap that aligns relevant national plans will be critical to the efficient and effective implementation of the NDPII.

Jobs. AfDB projections indicate that Uganda's overall economic growth is strong, with real GDP growth at 5.2% in 2013, bringing it closer to Uganda's underlying growth potential of 7%. Recent stakeholder consultations identified job creation as a key component of future growth. This is supported by recent figures from the 2012/13 Uganda National Household Survey, showing that the labor force participation has fallen from 78.7% in 2009/10 to 75.5% in 2012/13, with female participation accounting for most of this drop. The same survey reports an uneven distribution of increasing informalization of the workforce and a diminishing importance of wage employment. Government is undertaking a comprehensive evaluation of its strategy vis-à-vis the employment challenge.

Green City Development and Bankable Projects. GoU has identified green city development as a national development priority in the NDPII with a focus on two modes of development. First, the capital city of Kampala, facing staggering urbanization and inadequate infrastructure, could pose a risk to economic growth in the coming years, particularly in the areas of transportation and water/sanitation. The Kampala Capital City Authority (KCCA), with the support of the Ministry of Water and Environment, will implement its Low Carbon Development and Climate Change Resilient Strategy to address these issues. Second, Uganda is considering how to create secondary cities as economic growth poles. The GoU has identified the development of regional cities as a strategy for managing urbanization and needs support developing an action plan to carry out the strategy.

II. Scope of Work

The Uganda Senior Green Growth Specialist will manage the operational day to day activities of the country program scoping process to achieve operational excellence, efficiency and effectiveness. The Uganda Senior Green Growth Specialist is expected to work closely with the Country Portfolio Director, the national Steering Committee and other key GGGI support staff, making significant contributions to the strategic leadership and formulation of a future country program in line with GGGI's organizational vision, goals and objectives.

He or she will spend 70% of his/her time on country level engagement and 30% of time supporting corporate level programming (i.e. contributing to project/program document creation, and other long-term planning needs).

Key Objectives

  • Build trust and local expertise institutionally for GGGI by representing GGGI on a day-to-day basis with the government, including the Ad Hoc Committee / Steering Committee, international organizations in-country and other local partners.
  • Contribute to the production of the scoping report and program proposal, acting as a liaison between government counterparts, local stakeholders (public, private, and other), GGGI's technical consultant team, and HQ management and support staff.
  • Establish and strengthen local partnerships by identifying potential resource mobilization opportunities and promoting close coordination with local development partners

Scope of Work

1 Program Development and Implementation

  • Keeps abreast of socio-economic and political changes in the environment and incorporates relevant changes into the development of a full country program.
  • Maintains close communication with the HQ on relevant factors.
  • Ensures full coherence with GGGI policies, procedures, operational guidelines and standards.
  • Coordinates technical consultants supporting the scoping program and works closely with relevant HQ staff (CPD, LDC Expansion Team, etc.) to produce scoping program deliverables.
  • Ensures the preparation, accuracy and timely submission of monitoring reports.

1 Scoping Program Management and Communication

  • Provides support to the National steering committee chair as required
  • Ensures that technical consultants and visiting HQ staff are prepared for stakeholder engagement and sufficiently involved in decision making.
  • Maintains a productive feedback loop between HQ staff, technical consultants, government counterparts, and local stakeholders.
  • Keeps in frequent communication with HQ and meets deadlines established for a successful scoping process.
  • Participates in regular meetings with scoping team to exchange information, coordination and learning.
  • Advises and reports on lessons learned and success stories for future engagement in the national/local context.

1 Stakeholder Engagement

  • Develops networks and partnerships with national/regional/local institutions and lead in-country donor collaboration.
  • Keeps abreast of the trends within the donor environment in the country.
  • Maintains contact to donors and other development partners, in close consultation with HQ regarding priorities and objectives.

III. Qualifications

Required Skills and Experience

  • Minimum of Master's degree in economics, political science, international relations, Environment, etc. preferably with an emphasis in the Uganda context.
  • At least eight years of substantive experience in Uganda with national level development planning and stakeholder engagement
  • Demonstrated experience preparing analysis for proposals, including the types of analysis specific to the objectives and scope of this position.
  • Demonstrated ability to represent organizations to government officials and develop and carry-out a strategy
  • Extensive experience in research and policy-level analysis
  • Strong communication, analytical and writing skills
  • Knowledge and experience of working with high-level Government of Uganda Officials

Language

Fluency in both spoken and written English is a requirement. Knowledge of a local language in Uganda would be an advantage.

IV. Deliverables

1 Proposal. The consultant will be responsible for submitting a full program proposal that meets the requirements of the Council by mid-October. All reports must be in English, in accordance with GGGI's formatting requirements, along with complete sets of raw data, research materials, and notes/briefs.

2 Engagement. The consultant will also be responsible for supporting program creation, attending meetings and workshops with government, donors, and other relevant stakeholders and may be required to deliver notes/briefs.
