About HIJRA:
Humanitarian Initiative Just Relief Aid (HIJRA) is an international humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.
HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees in Oruchinga settlement (Isingiro district), Nakivale settlement (Isingiro district) and Nyakabande Transit Center (Kisoro district). HIJRA, in a strategy to expand existing program implementing team, is now seeking for a qualified person willing to offer Humanitarian services in the position of Reception Manager to be based in Nakivale – Isingiro District.
Job Summary:
The Reception Manager will provide direct program implementation, represent the interests of HIJRA in the field by liaising with UN/UNHCR, Government and other agencies in his/her area of operation, and ensures that HIJRA policies and procedures are followed in the field
Reporting Relationships:
The post holder will be responsible to the Field Program Coordinator.
Duties:
1. Establish and ensure a transparent system of management including the coordination of services and other activities in the camp.
2. Mobilization and the participation of the beneficiaries on matters affecting them.
3. Supervise and maintain the infrastructure of the camps.
4. Set up an information management system in the camps, including the collection and the supply of data and the transparent sharing of the information.
5. Follow-up the supply of services in the camps according to HIJRA’s policies and procedures.
6. Organize and execute, and\or oversee the follow-up of the recording of the population of the camps, update the data of the population of the camps.
7. Make the link between the various communities and the groups living in the camp and favor a peaceful coexistence.
8. Protect the interests of the population of the camps towards the authorities of the camp, the service providers and the stakeholders.
9. Ensure liaison between the population of the camps and the service providers and the stakeholders.
10. Ensure liaison between the UNHCR/local authorities and the other relevant stakeholders by ensuring effective coordination and the information exchange with them.
11. Perform general camp administration, and supply procurement, ensuring effective and efficient operations in the program.
12. Focal person for communications between the field offices.
13. Oversee the contractual arrangements with vendors to ensure that HIJRA’s interests are adequately protected
14. Ensure security and safety of HIJRA’s human resource and assets
15. Ensure compliance with HIJRA’s policies and procedures, donor requirement, government rules and regulations.
16. Plan, perform and supervise the development, coordination, implementation and monitoring of camp activities.
17. Participation in official meeting/training workshops
18. Ensure that refugee issues are immediately identified and addressed.
19. Stay abreast of political, social, economic and cultural developments that have an impact on the refugees/IDP environment.
20. Play a major role in proposal development and budget control for the camps.
21. Contribute to and facilitate a program of results-based advocacy through a consultative process with sectorial and/or cluster partners.
22. Facilitate effective information management through the provision of disaggregated data on populations of concern and their problems.
23. Contribute to capacity-building initiatives for the communities.
24. Enforce compliance with, and integrity of, all refugee standard operating procedures.
25. Provide staff coaching and technical supervision to develop ownership / responsibility for activities.
26. Line-manage the staff including day-to-day management, development and training, and performance management.
27. Undertakes other duties as required
Competencies, Qualifications, Skills and Experience:
- A Degree in Social Works and Social Administration, Public Administration or Economics or equivalent.
- Project management experience (management, planning, staff development and training skills) in development programs
- At least 4 years previous work experience in a similar position and humanitarian work and NGOs
- Proven capabilities in leadership and management required
- Excellent skills in written and spoken English
- Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms
- Ability to work well and punctually under pressure
- Excellent presentation and communication skills and the ability to interact with a number of different partners and contacts, including governmental authorities, UNHCR, people of concern, etc.
- Strong judgmental skills and make ethical and moral decisions
- Capacity building skills

- Proposal writing is a must
