Education Specialist: Quality and inclusive learning

EAP Regional Office works with 14 Country Offices and with regional partners to improve education and learning in the East and Asia Pacific countries. In alignment with UNICEF Strategic Plan and Regional Priorities, the Regional Education and ECD Section is organized around four key thematic areas:

  • Area 1. Building Integral Early Childhood Development.

  • This area focuses on the coordination of ECD services, policies and governance structures.
  • Area 2. Closing the education and learning gaps.

  • This area focuses on pre-schooling and primary education levels; and on issues such as: improving of learning environments and outcomes; children with disabilities; multilingual and intercultural education.
  • Area 3. Successful Secondary Education and learning alternatives for adolescents

  • This area focuses on the improvement of secondary education, education of adolescents in primary; and, on formal education alternatives for out of school adolescents.
  • Area 4. Governance and system strengthening.

  • This area focuses on the development of knowledge, data and capacity of the education systems on issues such as indicators, sector analysis and planning, and financing.
  • All Areas have specific equity and gender focus and targets. All areas have mainstreamed Children with Disabilities programming as well as Disaster Risk Reduction, Resilience and Response to emergencies and crises.

    How can you make a difference?

    Under the overall guidance and direction of the Regional Education Adviser, Education Specialist leads Area 2 and supports the Chief and other colleagues in the section to achieve the Regional and Country Offices results on education.

    The incumbent has expertise on holistic education and learning improvement policies, programs and research in pre-schooling and primary education contexts and age groups, in different settings, for guiding, developing and preparing education programs. In coordination with the leader of Area 4, the incumbent lead regional and national learning outcome assessment strategies (such as SEA-PLM). She/he is also able to identify/develop new knowledge and innovation on these areas, upstream advocacy capacity and sensitive understanding of the field, countries and regional dynamics.

    The Specialist provides authoritative technical guidance/operational support throughout all stages of programming to facilitate the management and delivery of results on strengthening national education systems to improve learning outcomes and to promote universal access to and equitable and inclusive education especially for children who are marginalized, disadvantaged and excluded in society and communities. He/she particularly focus on programs/policies improving learning in schools, and of particular groups: children with disabilities, indigenous children, migrants and children during emergencies.

    The Specialist contributes to achievement of concrete and sustainable programs results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF's Strategic Plans, standards of performance and accountability framework

  • An advanced university degree (Master’s or higher) in education, psychology, economics, sociology or other social science field is required. Given the specific focus on learning and quality education in pre-primary and primary age children, a post graduate qualification focusing on critical aspects of learning (e.g. support assurance, standards, teacher education, assessment, quality assurance) is highly desirable. Experience on learning outcomes assessments and on managing of regional projects is desirable.
  • A minimum of eight years of progressively responsible relevant work experience inprogramme planning, management, and/or research in education at the international level, some of which preferably in a developing country, is required. Experience at regional level or in several countries is also highly desirable.
  • Experience working in the UN system agency or UN organisation is an asset. Familiarity with the East Asia and Pacific region and working to enhance education quality are specific assets given the highly technical focus of this assignment.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
