Economic growth over the last two decades has been impressive: poverty has fallen by around two-thirds since 1990, despite the 1997 economic crisis from which Thailand has fully recovered. This prosperity, combined with a growing awareness of and commitment to child rights, has resulted in successive governments investing in the wellbeing and future of children. These investments have brought hugh, often life-changing benefits to millions of children.

How can you make a difference?

The Social Policy Section, UNICEF Thailand Country Office is seeking an individual consultant to providetechnical support, analysis and guidance on planning and budgeting based on RBM to enhance government planning capacity on ECD including the facilitation of two capacity building workshops and 3 follow up workshops to ensure that the provincial ECD strategic plans are ready for integrated plan budget submission.

Work Assignment:

Under the supervision of the Social Policy Officer, the RBM consultant will perform the following tasks:

  • Prepare workshop packages for both Resource Team workshop and the Provincial Team Workshop that includes: (1) Guidance on developing of Provincial ECD plan; (2) Operational guideline (workshop step-by-step guidelines) on the formulation of provincial ECD Strategic Plan; (3) Power point presentation on strategic planning based on RBM; (4) Power point presentation on the alignment analysis finding between the RBM methodology and the nationally practiced standard for RBM and strategic planning; (5) A draft Theory of Change (TOC) analysis framework based on RBM for ECD including proposed results and recommended strategies.
  • Lead and facilitate the Resource Team workshop for resource persons (20 people) from MOE and related line ministries in how to analyze and apply RBM application in strategic planning on ECD.
  • Lead and facilitate the Provincial Team workshop with Resource Team for all provincial teams to draft the preliminary provincial ECD plan.
  • Provide technical support on strategic planning based on RBM for ECD for both workshops.
  • Write and analyze discussion findings and recommendations from both workshops.
  • Lead and provide 2 days follow up workshop with 3 provinces to develop final drafts of provincial ECD strategic plan.
  • Communicate regularly with the UNICEF Thailand, responding to related issues in a timely manner.
  • Work Schedule and Deliverables:

    Expected Outputs: The Resource Team receive training on RBM application in strategic planning on ECD.

    Time Frame: 24-25 May 2018

    Main Tasks: Lead and facilitate the Provincial Team workshop with Resource Team to draft the preliminary provincial ECD plan.

    Expected Outputs: The Provincial Team receives the capacity building training on RBM application in planning and able to develop a primary draft of provincial ECD strategic plan

    Day Required: 2

    Time Frame: 31 May – 1 June 2018

    Main Tasks: Write and analyze discussion findings and recommendations from both workshops.

    Expected Outputs: Discussion paper on workshops finding, lesson learned and recommendations in English and Thai

    Day Required: 2

    Time Frame: 2 June - 30 July 2018

    Main Tasks: Lead and provide 2 days follow up workshop with 3 provinces to develop final drafts of provincial ECD strategic plan

    Expected Outputs: 3 drafts of provincial ECD strategic plan is completed and ready for proposing to provincial government in English and Thai

    Day Required: 6

    Time Frame: 1 August - 28 December 2018

    Estimated Duration of Contract: 20 working days during the period of May-December 2018

    Official Travel: In-county travel needed for follow up workshop in 3 provinces

    To qualify as a/an [champion or advocate] for every child you will have…

  • Master degrees or higher in Public Administration, Political Science, Economics, Social Sciences, Statistics, or any other related technical field.
  • At least 5-10 years of experience in the design, development, coordination and management of a national strategic plan for public organization.
  • Strong communication skill and able to seek cooperation from government officers.
  • Excellent skills in strategic thinking and planning based on RBM and able to adjust international best practices into Thai context.
  • Extensive training experience and ability to organize and facilitate training and presentations (preferably with public sectors.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships both within and outside the organization.
  • Demonstrated leadership, managerial and supervisory ability.
  • Excellent oral and written communications in Thai and English.
  • Excellent communication and interpersonal skills.
  • Thai National.
  • Ability and willingness to travel in-country.
