Economic growth over the last two decades has been impressive: poverty has fallen by around two-thirds since 1990, despite the 1997 economic crisis from which Thailand has fully recovered. This prosperity, combined with a growing awareness of and commitment to child rights, has resulted in successive governments investing in the wellbeing and future of children. These investments have brought hugh, often life-changing benefits to millions of children.

How can you make a difference?

The Social Policy Section, UNICEF Thailand Country Office is seeking an individual consultant to providetechnical support, analysis and guidance on planning and costing of Early Childhood Development (ECD) budget based on Results-based Management (RBM) to enhance government planning capacity on the ECD including the facilitation of two capacity building workshops and 3 follow up workshops to ensure that the budget for provincial ECD strategic plans is appropriately cost.

Work Assignment:

Under the supervision of the Social Policy Officer, the Budget Expert consultant will perform the following tasks:

  • Prepare workshop packages for both Resource and Provincial Team Workshop that includes: (1) Power Point presentation on budget planning, forecasting and costing for ECD based on RBM (2) A draft of budget costing and forecasting guideline for ECD activities (3) A draft of pre-define unit cost projection for standard ECD activities.
  • Facilitate the Resource Team workshop for resource persons (20 people) from Ministry of Education (MoE) and related line ministries in budget planning, forecasting and costing based on the RBM.
  • Facilitate the Provincial Team workshop with Resource Team for all provincial teams to draft the preliminary budget proposal for provincial ECD plan.
  • Provide technical support on budget planning, forecasting and costing technique based on RBM for ECD for both workshops.
  • Provide 2 days follow up workshop with 3 provinces to develop final drafts of budget proposal for provincial ECD strategic plan.
  • Communicate regularly with the UNICEF Thailand, responding to related issues in a timely manner.
  • Work Schedule and Deliverables:

    Main Tasks: Prepare workshop packages for both Resource Team and Provincial Team workshops

    Expected Output: Draft PowerPoint presentations on budget planning, forecasting and costing for ECD based on RBM in English and Thai

    Time Frame: May 2018

    Expected Output: A draft of budget costing guideline and forecasting technique for ECD activities in English and Thai

    Expected Output:A draft of pre-define unit cost for standard ECD activities in English and Thai

    Time Frame: May 2018

    Main Tasks: Facilitate the Resource Team workshop for resource persons (20 people) from MOE and related line ministries in budget planning, forecasting and costing based on RBM

    Expected Outputs: The Resource Team receive training on budget planning, forecasting and costing based on RBM

    Day Required: 2

    Time Frame: 24 – 25 May 2018

    Main Tasks: Facilitate the Provincial Team workshop with Resource Team for all provincial teams to draft the preliminary budget proposal for provincial ECD plan

    Expected Outputs: The Provincial Team receives the capacity building training on budget planning, forecasting and costing based on RBM and able to develop a primary budget proposal draft for the provincial ECD strategic plan

    Day Required: 2

    Time Frame: 31 May – 1 June 2018

    Main Tasks: Provide 2 days follow up workshop with 3 provinces to develop final drafts of budget proposal for provincial ECD strategic plan

    Expected Outputs: 3 drafts of budget proposal for provincial ECD strategic plan is completed and ready for proposing to provincial government in English and Thai

    Day Required: 6

    Time Frame: 1 August – 28 December 2018

    Estimated Duration of Contract: 15 working days during the period of May-December 2018

    Official Travel: In-county travel is required for follow up workshop in 3 provinces

    To qualify as a/an [champion or advocate] for every child you will have…

  • Master degrees or higher in Public Administration, Political Science, Economics, Social Sciences, Statistics, or any other related technical field.
  • At least 5-10 years of experience in the design, development, coordination and management of budget plan for public organization.
  • Strong communication skill and able to seek cooperation from government officers.
  • Excellent skills in budget planning and costing based on RBM and able to adjust international best practices into Thai context.
  • Extensive training experience and ability to organize and facilitate training and presentations (preferably with public sectors).
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships both within and outside the organization.
  • Demonstrated leadership, managerial and supervisory ability.
  • Excellent interpersonal and communication skills in written and spoken English and Thai.
  • Thai National.
  • Ability and willingness to travel in-country.
