Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM), in Thailand and in close coordination with the relevant Units in the mission, the successful candidate will provide technical and programmatic support in projects implementation, as well as assist in donor liaison and reporting as necessary.

S/he will also be responsible and accountable for contributing to the development and design of new project proposals.

Core Functions / Responsibilities:

  1. Manage the implementation of the IOM Development Fund (IDF)-funded project “Supporting National Level Migration Health Coordination Mechanisms in Asia”. Follow up on logistical and administrative arrangements, cooperate with national and international authorities and provide information as required.

  2. In close coordination with various Programme Managers, assist in drafting sections of interim and final project narrative reports for donors based on programme objectives, results matrix, work plans, and timelines set by project agreements.

  3. Assist in the development and design of new projects/programmes in close coordination with the relevant units, government authorities, international and regional institutions, and partner organizations in public and/or private sectors by conducting desk research, selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting segments of new project proposals.

  4. Draft concept notes, project narratives, work plans, logical frameworks, results matrices, and other project-related documents in close coordination with relevant units and internal and external stakeholders.

  5. Provide technical and administrative backstopping support to project development and implementation to relevant units in the mission.

  6. Draft donor profiles and guidance notes on donor priorities; assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends.

  7. Draft sections of, and support the yearly updates of the IOM Thailand Internal Strategy.

  8. Support response coordination for institutional feedback, including the IOM Institutional Questionnaire, IOM Migration Initiatives and UN requests for information (e.g. for inclusion in the UN Partnership Assistance Framework (UNPAF)).

  9. Support the Project Manager of the Thailand Israel Cooperation Programme by drafting risk assessment/management documents, providing assistance for the timely start-up of the various phases or components of projects, and undertaking project evaluation as necessary.

  10. Undertake duty travel as required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Development, International Relations, Political or Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience working in the development and humanitarian fields;

• Experience in project development and implementation;

• Knowledge of migration and health issues in the context of Asia and the Pacific;

• Experience liaising with government counterparts, UN agencies and/or non-governmental organizations;

• Excellent writing and organizational skills;

• Experience working in South East Asia an advantage;

• Sound knowledge of data collection and analysis, project development, and report writing.

Languages

Fluency in English is required.

Other:

Internationally recruited professional staff are required to be mobile.
