Organizational background

ECPAT International is a global network of civil society organizations working in almost 100 countries in all regions of the world for the elimination of the sexual exploitation of children. It seeks to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of sexual exploitation.

The ECPAT Secretariat is based in Bangkok, Thailand and coordinates global and regional activities. The Secretariat develops and supports advocacy, programmes and partnership strategies to facilitate a range of initiatives across the Network to prevent and effectively respond to the sexual exploitation of children (SEC).

Purpose

Under the direction of the Executive Director, the Deputy Executive Director for Programmes (DED-Programmes) manages and is responsible for the programme implementation of ECPAT International. The DED-Programmes is a member of the Senior Management Team of the Secretariat, along with the Deputy Executive Directors for Operations and for Network Development.

As the leader of the Programme Team, the DED-Programmes leads and supervises programme heads and other staff members to implement programmes and projects aimed at achievement of ECPAT’s mission and mandate in the context of the Strategic Framework.

Programmes supervised by the Deputy ED address: Online Child Sexual Exploitation (OCSE), the Sexual Exploitation of Children in Travel and Tourism (SECTT), Child Protection and Participation (CPP), the Sale and Trafficking of Children for Sexual Purposes, and a Legal programme that supports the reporting to Human Rights Mechanisms. Currently senior programme heads are in place for OCSE and SECTT. The remaining areas are implemented through a combination of consultants and mid-to- junior level staff members. The DED-Programmes liaises with the Deputy ED for Network Development to link with Regional Coordinators (currently in place in five regions) and, as required, Network members, to support the implementation of activities at regional and country levels

Tasks and Responsibilities

Programme Planning, Coordination and Management

  • Coordinate and technically guide the preparation, updating and monitoring of the Secretariat’s overall annual results-based work plan;

  • Accountable for programme coordination and guidance for all stages of programme formulation, planning, design and implementation of EI’s programme, in line with the organisation’s mission and Strategic Framework;

  • Monitor implementation and ensure timely and satisfactory delivery of programmes

  • Support processes for programme review and evaluation;

  • Ensure the preparation of programme status reports;

  • Ensure that the voice and perspective of children, particularly those who are victims/survivors of sexual exploitation, are taken into account in programmes.

Knowledge management

  • Gather, synthesize and maintain up to date knowledge through pro-active collection and analysis of information on SEC developments, including trends, manifestations and actors working against SEC;

  • Ensure that SEC programmatic information is regularly updated and available to members, partners and decision makers for purposes of awareness raising, advocacy and informing policies, programming, legislation and resource allocations;

  • Advise the ED and other DEDs on developments and strategic opportunities that impact on ECPAT programmes;

  • Provide technical support to the Network Development team in relation to programmatic SEC aspects;

Network Relations and Partnerships

  • Facilitate policy and programme dialogue with network members and partners on strategic priorities;

  • Initiate, maintain and manage strategic relations with a range of partners and stakeholders including, INGOs, UN entities, international agencies, faith based organisations, and private sector actors;

Advocacy and Representation

  • Represents ECPAT in international and regional meetings, events and forums to conduct programme advocacy and negotiations and influence policy developments related to the SEC;

  • Promotes and facilitates the inclusion of SEC in high level policy dialogue, in budgetary decisions, in poverty reduction strategies and in inter-sectoral approaches and programmes;

  • Collaborates with the Communications Team in developing and implementation of strategies for awareness raising and social mobilization;

Human Resource Management

  • Provide leadership, supervision and guidance to the programme team;

  • Ensure staff and members of the team under her/his leadership comply with organisational policies and procedures;

  • In collaboration with the DED-Operations, participate in the recruitment process, related staff management, and performance appraisal of programme staff including relevant external consultants, interns and volunteers.

  • Contribute to the management of the Secretariat, in particular through the organization of working groups; planning of retreats, consultations and other ECPAT events; and the development and monitoring of implementation of the Strategic Framework.

  • Technically support the regularly updating of ECPAT International’s child safeguarding policies and procedures.

Resource Management and Fundraising

  • Ensures the optimum use of all programme resources;

  • Approve and monitors the overall allocation and disbursement of programme resources and ensures compliance with grant agreements.

  • Manage and monitor expenditure against budget, and ensuring timely and quality reporting, including reporting to donors;

  • Ensure that funds are available for programmes by appropriate and effective fundraising. This includes, the identification of potential resources for ECPAT’s programmes, the development of funding proposals and negotiation of donor agreements for sustained programme resources;

  • Build and maintain positive donor relationships that support programme actions;

  • Collaborate with other DEDs and the Grants Manager for timely donor reporting in relation to all programmes.

Key Competency Requirements:

· Leadership: building and sustaining relationships, strategic leadership, managing in the political-cultural context;

· Management: management of people, managerial expertise and ability to cope with demanding priorities, and effective communication;

· Personal attributes: commitment to EI's mission; strong drive for results; honesty and integrity; and emotional intelligence.

Profile and Qualifications:

· Advanced University Degree in Human Rights, Child Rights, Law, Social Sciences, International development or a related discipline;

· At least 8 years of relevant background and professional working experience in human rights, child rights, human rights monitoring mechanisms (both regional and global)

· Familiarity with issues and programming related to the sexual exploitation and/or abuse of children;

· Demonstrated abilities in programme planning ,management and evaluation of programmes, and the application of a rights based approach;

· Ability to develop and manage organizational plans and work plans, and to achieve the annual targets and objectives;

· Knowledge and experience in working with child victims and survivors of sexual exploitation would be an asset;

· Strong communication skills and familiarity with civil society networks;

· Demonstrated ability to work with multi-cultural teams and to lead and make decisions within a participatory framework;

· Good computer skills and strong knowledge of Microsoft Office applications;

· Excellent command of English language skills both orally and in writing. Fluency in at least one other major language i.e. French, Spanish or Russian an asset;

· Ability to travel frequently and extensively, and at times at short notice.
