Organizational Location

The post of Programme Associate for Monitoring and Evaluation is located at UNFPA Thailand Country Office. The Programme Associate will work under the direct supervision of the National Programme Officer for South to South Cooperation (SSC), Knowledge Management (KM) and Monitoring and Evaluation (M&E) to ensure effective implementation of the Tenth Programme Cycle.

Job Purpose

The Programme Associate for Monitoring & Evaluation will provide programmatic support to UNFPA Monitoring and Evaluation and the development of new Country Programme Document.

S/He will deliver quality services to the Country Programme, mastering all relevant rules, guidelines, processes and procedures.

Major Activities/Expected Results

Under the direct supervision of the National Programme Officer (for SSC, KM, Staff Capacity Development and M & E), the following tasks are expected:

  • Collects and updates data against programme outputs’ indicators;
  • Provides data as request by consultant for programme review;
  • Keeps records of the Country Programme Document (CPD) consultation meetings;
  • Concludes and reports on key recommendations and suggestions from CPD consultation meetings and related internal meetings;
  • Provides monitoring/evaluation information to UNFPA Asia and the Pacific Regional Office (APRO) and Headquarter (HQ);
  • Assists to manage and control UNFPA Thailand Monitoring Plan;
  • Undertakes other tasks as requested by the country representative and supervisor.

Work Relations

Internal partners include all staff members in the Country Office to ensure smooth and effective management of the Representative’s office; the Assistant Representative; members of Thailand CO and HQs to resolve policy and procedural issues.

External partners include officials in line ministries, project implementation partners; key stakeholders, private sector, donor, UN agencies, individuals, institutions, professional societies, NGOs, IGOs, consultants, libraries and database for research and programme assistance.

Job Requirements

Education:Completed Secondary Level Education required. First Degree in Social Sciences, Public Administration, Sociology, Anthropology, Psychology, Communications, Law, or related field is an asset.

Knowledge and Experience:

· Six years of progressively responsible for programme monitoring and evaluation

· Proven record of experience on data collection, data analysis and reporting

· Ability to communicate the results of evidence-based research and data analysis to country team, outside partners and to the media.

· Ability to maintain and update records on programme results

· Good writing and communication skills

· Strong interpersonal and team building skills

· Planning, organizing and multi-tasking

· Computer literacy - Word, Excel, Power-point, etc.

iii) Required Skillset:

• Familiarity with the issue of sexual and reproductive health, particularly of young people

• Advocacy skills with Thai government and other partners

• Ability to provide evidence-based policy advice to the Thai government and civil society organizations

• Ability to coordinate with researchers and institutions studying sexual and reproductive health of young people in Thailand and other countries

• Proven ability in developing effective communications strategies that promote sexual and reproductive health of young people

• Ability to incorporate communication strategies into the programmes of Thai government and other partners

• Planning, organizing, and multi-tasking

Languages:Fluency in Thai and good working knowledge of English.

Other Desirable Skills:Initiative, sound judgment, strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
